: 382/AUDA/DITIR/IC/2026 INTRODUCTION African Union Development Agency – NEPAD (AUDA-NEPAD) has received a grant from the International Development Association (IDA) of the World Bank to implement the Water, Supply, Sanitation and Hygiene (WASH) Project and intends to apply part of the proceeds for consulting services and one of the key Individual Consulting service positions for the Project Implementation Unit (PIU) within the WASH project is the Project Administration Assistant.
SCOPE/MAIN RESPONSIBILITIES OF THE ASSIGNMENT Manage PIU scheduling, correspondence, and documentation. Maintain cloud-based and physical filing systems. Support procurement and finance recordkeeping. Coordinate event and workshop logistics DELIVERABLES The Consultant is expected to deliver the following: Complete PIU filing system maintained. Event logistics executed and documented.
Procurement and Finance Record Keeping Supported QUALIFICATIONS, EXPERIENCE AND COMPETENCIES Qualifications A degree in Business Administration or equivalent. Diploma in Business Administration is desirable Experience 3–5 years’ experience in administrative support.

Must have completed a minimum of three assignments of a similar nature Familiarity with donor-funded project environments Experience in dealing with confidential information and with senior management SHORTLISTING CRITERIA For evaluation of the expressions of interest, the following criteria will be applied: Qualifications - Education and Relevant Training (30 points); Experience related to the Assignment (40 points); Similar previous experience related to the Assignment (20 points); and Knowledge and experience of the region & local conditions (10 points).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.14 and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
TORs are attached as Annex 2 SUBMISSION REQUIREMENTS Interested candidates are requested to submit the following documents for AUDA-NEPAD consideration: Cover letter confirming compliance to eligibility. Signed declaration of undertaking (downloadable from AUDA-NEPAD website and attached as Annex 1 below); Curriculum Vitae (CV); and Proof of stated qualifications in the form of the copies of the degrees obtained.
REPORTING AND TIME SCHEDULES: The Consultant all reports shall be submitted and approved by the Project Manager WASH or his designate within the AUDA-NEPAD.

Further, are not ineligible pursuant to a decision of the United Nations Security Council.

Its Headquarters is located in Addis Ababa, the capital city of Ethiopia. The New Partnership for Africa’s Development (NEPAD) is a programme of the African Union adopted in 2001 in Lusaka, Zambia, aimed primarily at poverty alleviation and promotion of economic growth and sustainable development in Africa.
As a consequence of the integration of NEPAD into the structures and processes of the African Union, the NEPAD Planning and Coordinating Agency (NPCA) has been established by the Decision of the 14th AU Assembly of February 2010 as the technical body of the African Union, in replacement of the NEPAD Secretariat. NEPAD Agency has transformed into the African Union Development Agency.
The aim of the African Union reforms is to streamline and improve effectiveness and efficiency in delivering the implementation of AU decisions, policies and programmes across all AU organs and institutions. One the recommendations of the reforms is to transform the technical body of the AU, the NEPAD Agency into the African Union Development Agency (AUDA-NEPAD).
The decision was made during the 31st Ordinary Session of the Assembly of African Union Heads of State and Government in Nouakchott, Mauritania, in July 2018. AUDA-NEPAD is an African-owned and led continental agency, spearheading Agenda 2063.
The decision on the African Union Development Agency is an affirmation by Member States of their commitment to own an instrument that will champion development support to countries and regional bodies in advancing their priorities through the implementation of Agenda 2063. 1.
To coordinate and execute priority regional and continental projects to promote regional integration towards the accelerated realisation of Agenda 2063; 2. To strengthen the capacity of African Union Member States and regional bodies; 3. To advance knowledge-based advisory support, 4. To undertake the full range of resource mobilisation, and 5.
To serve as the continent’s technical interface with all Africa’s development stakeholders and development partners Rationale [ii] AUDA-NEPAD is implementing the Accelerating Access to Water Supply, Sanitation and Hygiene (WASH) Services in the Eastern and Southern Africa region Project, as phase 1 under the World Bank’s Multiphase Programmatic Approach (MPA) (also referred to as “the project”)[1].
The program development objective of the MPA is to increase access to climate resilient water supply, sanitation and hygiene services in participating countries in Eastern and Southern Africa.
The project is financed through an International Development Association (IDA) grant and the Corporation for International Waters Association (CIWA) Trust Fund and serves as a catalyst for systematically scaling up WASH access across Eastern and Southern Africa.
The objective of the Project is to improve governance and build institutional capacities for climate-resilient water supply and sanitation service delivery in participating countries.
The project is organized into four components, (i) Component 1 - Regional Systems Strengthening and Project Management, (ii) Component 2 - Advancing Reforms, Governance and Regulation, (iii) Component 3 - Improving Service Delivery Performance, and (iv) Component - 4 Leveraging Financing for Climate-Resilient WASH Infrastructure.
To support the project implementation, AUDA-NEPAD is seeking the services of an individual consultant to serve in the project implementation unit (PIU), supporting the successful implementation of the 4 year project. The objectives of the assignment [iii] To provide administrative, filing, and logistical support to ensure smooth PIU operations.
Scope of work, activities and Tasks [iv] • Manage PIU scheduling, correspondence, and documentation. • Maintain cloud-based and physical filing systems. • Support procurement and finance recordkeeping. • Coordinate event and workshop logistics. Expected results and deliverables [v] • Complete PIU filing system maintained. • Event logistics executed and documented.
Location [vi] The location of the assignment is Midrand, Gauteng, South Africa. The Consultant shall serve as an embedded Consultant at AUDA-NEPAD’s offices. Timeframe of the assignment [vii] The assignment will be undertaken for a period of twelve (12) months from 1st February 2026 to 31st January 2027 with the possibility for extension based on performance.
The consultant shall undergo a probation period of three month Language requirements [viii] : Proficiency in English is a requirement; knowledge of French, and Portuguese would be an added advantage. Governance, support and facilities to be provided by AUDA-NEPAD [ix] The assignment will entail travel for official duty as may be assigned from time to time.
All travel will be undertaken in line with AUDA-NEPAD’s travel policies and procedures. Where required to travel, AUDA-NEPAD will facilitate and cover costs of travel. Qualification and work experience required for Key Experts [x] Qualification A degree or Diploma in Business Administration or equivalent is desirable. Experience 3–5 years’ experience in administrative support.
