The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified Project Coordinators under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of: The Ministry of Labor, Ministry of Agriculture, or the Ministry of Local Governance. Each selected Project Coordinator will be assigned to one ministry, either the Ministry of Labor, the Ministry of Agriculture, or the Ministry of Local Governance—and will be responsible for supporting that ministry in the implementation, coordination, and follow-up of all activities and sub-activities under the relevant project components. The position aims to ensure effective implementation, compliance with the Financing Agreement and Project Appraisal Document (PAD), and alignment with applicable World Bank regulations and national procedures. Duties and Responsibilities Under the supervision of the relevant Ministry and in close coordination with the SRJC Project Management Unit (PMU), the Project Coordinator will:
- Plan and coordinate project activities in alignment with the Project Development Objectives (PDOs).
- Monitor implementation progress to ensure activities are executed according to approved work plans and timelines.
- Follow up on procurement and financial processes in accordance with World Bank Procurement Regulations and applicable national procedures.
- Facilitate communication and coordination among implementing partners and stakeholders.
- Coordinate and participate in Steering Committee meetings and prepare related documentation.
- Ensure effective internal communication within the project organizational structure.
- Prepare Terms of Reference (TORs) for consultancies and training workshops in coordination with the Project Director and partners.
- Prepare technical specifications for procurement of goods and services.
- Support preparation for audits and World Bank supervision missions.
- Contribute to the preparation of interim and final project reports.
- Coordinate with the Monitoring and Evaluation (M&E) Specialist to track project indicators and results framework.
- Ensure compliance with Environmental and Social Standards (ESS) and relevant safeguards instruments.
- Prepare periodic progress and financial reports as required.
- Inform the Project Director of implementation status, risks, and challenges.
- Perform any other tasks carried out by the project director within the selected ministry.
Qualifications and Experience
- Bachelor’s degree in Business Administration, Project Management, Economics, Public Administration, or a related field (Master’s degree is an asset).
- Minimum of five (5) years of proven experience in managing or coordinating donor-funded development projects, preferably financed by international organizations such as the World Bank.
- Demonstrated knowledge of World Bank regulations and procurement procedures is an advantage.
- Strong knowledge of Palestinian Authority administrative and financial systems.
- Excellent analytical, coordination, and problem-solving skills.
- Strong leadership and stakeholder engagement skills.
- Excellent report writing and presentation skills.
- Fluency in English (reading, writing, and speaking) is required.
- High integrity and professional conduct.
Contractual Arrangements The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method).
