REQUEST FOR EXPRESSIONS OF INTEREST (REoI) (INDIVIDUAL CONSULTANT) Project Coordinator Country: Kingdom of Lesotho Project: Public Sector Foundations for Services Delivery Project (P174171) Loan No.: 74920 -LS Assignment Title: Project Coordinator Activity Reference No .: LS-MOFDP-532760-CS-INDV Issue Date: January 30, 2026 The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received financing from the World Bank towards the cost of the Public Sector Foundations for Service Delivery Project and intends to apply part of the proceeds for procurement of consulting services for Project Coordinator.
The Project Coordinator consulting services (“the Services “) include: managing the overall delivery of the Project Development Objectives (PDO) through planning, coordinating, directing, implementing, supervising and reporting the proper implementation of the project within agreed scope, timelines, quality and cost.
Expected deliverables include: Annual Workplan and budgets Reporting on indicators in the Results Framework Organize and hold periodic progress meetings Timely implementation and updates on agreed actions with the World Bank during supervision missions.
Timely delivery of periodic project reporting obligations as outlined in Project Operations Manual, including the Project Quarterly Progress Reports, and Quarterly Financial Reports The duration of the assignment is two years, subject to satisfactory performance. The expected commencement date is April 01, 2026 .

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).
Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Academic Qualifications Post graduate degree in Project Management, Economics, Public Administration, Accounting or any related field is a requirement.
Professional Experience 10 years of project management experience (planning and organizing projects). More than 10 years of experience at the senior management level. More than 10 years’ experience in donor funded projects or programmes and understanding of the policies, procedures and goals of development assistance, with more than 5 years of recent experience with the World Bank projects.
Demonstrated track record of project management of similar sized projects or greater. Experience and strong leadership and strategic judgmental skills; Planning and organizational skills; and People management skills; Strong analytical skills, oral and written communication and team building skills. Experience/exposure of managing institutional reforms and digital development would be an advantage.
Substantial experience in leading teams of national and international experts. A track record of teamwork and ability to produce high quality results and outputs under pressure.
Knowledge and Skills Knowledge of the legal frameworks in which Lesotho public institutions operate Knowledge of best practice in programme financing and implementation; Excellent orientation, interpersonal and diplomatic skills, ability to support dialogue with high level government officials. Proven ability to work effectively and manage complex relationships with multiple development partners.
Good knowledge of the Finance Sector. Must be computer literate – At least be knowledgeable in MS-Office Suite. Membership of a professional body is an added advantage. Communication Skills Proven Analytical skills and writing ability, as demonstrated by reports and publications (To be shared – at least 2 documents). Good networking skills.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.14, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh edition, September 2025 (“Procurement Regulations”) , setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with Individual Consultant Selection (INDV) method as set out in the Procurement Regulations.
