(as per Procurement Plan): BB-MENB-520364-CS-INDV The Government of Barbados (GoB) has received financing from the World Bank towards the cost of the Beryl Emergency Response and Recovery Project, and intends to apply part of the proceeds for consulting services.

The Project aims to (i) restore disaster-affected sectors, (ii) enhance climate-resilient infrastructure, and (iii) strengthen emergency preparedness and response capacity following the destruction caused by Hurricane Beryl. To implement the project, the GoB is establishing a Project Execution and Coordination Unit (PECU) hosted by the Ministry of Environment and National Beautification (MENB).

The position of Project Engineer (PE) – the focus of this Terms of Reference – will support the technical planning, design, and implementation of the Project’s coastal intervention activities. The PE will report to the Project Manager and will be responsible for ensuring that all civil engineering works are conducted according to GoB standards and World Bank requirements.

Specifically, the role includes providing technical support for project preparation, procurement, contract management, and supervision of coastal civil works, with a focus on compliance with environmental and social frameworks. Full details of the tasks involved in this Consultancy are provided in the Terms of Reference (TOR). The assignment is expected to start in Q4 2025 (i.e.

during March 2026) under contract for an initial period of 14 months. Depending on the needs of the project, the contract can be extended until the end of the project based on satisfactory performance.

The Consultant should have the following Qualifications, Skills and Experience as detailed in the TOR: A Master’s degree or equivalent in civil engineering, construction management, or a related subject, with a minimum of 3 years of experience in the management and implementation of coastal civil engineering projects; OR A bachelor’s degree in civil engineering project management, construction management or a related subject, with and a minimum of 5 years of suitable experience in the planning, design, construction management and supervision of coastal civil engineering projects.

AND Demonstrated ability in the planning, design, construction management, and supervision of coastal civil engineering projects. Strong interpersonal and organizational skills, with proficiency in MS Office Suite and fluency in English. Experience with programs or project portfolios of multilateral or bilateral institutions (e.g., The World Bank, IDB, CDB, EU) would be an advantage.
