TF C4589-UZ Assignment Title “ Audit of the Project Financial Statements for the periods ending December 31, 2025, 2026, and 2027” Procurement Plan Ref Number UZ-INSON-CS-3.1.1.15 Country of Delivery Republic of Uzbekistan The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the annual audit of the project's financial statements for the fiscal years ending December 31, 2025, 2026, and 2027. The objective is to enable the auditor to express a professional opinion on the project's financial position and its income and expenditures in accordance with International Standards on Auditing (ISA).
The audit will also cover compliance with the terms of the financial agreements and World Bank procedures.

The detailed Terms of Reference (TOR) for the assignment can be found at the following link: https://docs.google.com/document/d/1Au1DFo1gKDVtlYp2-B5lVWQfcVKCqmY76SLKzWeoaQ4/edit?usp=sharing The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (Fifth Edition, September 2023), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Least-Cost Selection (LCS) method set out in the Procurement Regulations. A shortlist of qualified firms will be established based on the Expressions of Interest received, and the shortlisted firms will be invited to submit technical and financial proposals.
The shortlisting criteria are: The firm must have a license to conduct audit of enterprises in the Republic of Uzbekistan. Minimum of 5 years of general experience in providing professional audit services.
Proven track record of at least three (3) successfully completed audit assignments for projects financed by International Financial Institutions (IFIs) such as the World Bank, Asian Development Bank, etc., within the last five (5) years. The firm must be on the World Bank's ECA list - List of Eligible Auditing Companies. The auditors listed in the Bank’s pre-qualified register may participate.

Expressions of interest, demonstrating relevant qualifications and experience must be submitted electronically to the email address d.gafarov@ihma.uz (сс: piuinsonprocurement@gmail.com; s.maxmudov@ihma.uz) by 17:00 hours Tashkent time on November 21, 2025. Expressions of interest must be submitted in English. A Russian translation is encouraged for convenience of evaluation.
If there are any discrepancies between the English and Russian versions, the English version will prevail. Absence of a Russian translation will not be a reason for refusal to consider the expression of interest.
