MAPUTO MUNICIPAL COUNCIL MAPUTO URBAN TRANSFORMATION PROJECT Project ID No.: P171449 REQUEST FOR EXPRESSIONS OF INTEREST (Consulting Services – Selection of Firms) Project Manager for Supervision of Design and Build Services for KaTembe Sanitary Landfill and Hulene Transfer Station (Maputo Solid Waste Management Facilities) Project : Maputo Urban Transformation Project Project ID : 171449 Activity: Project Manager for Supervision of Design and Build Services for KaTembe Sanitary Landfill and Hulene Transfer Station (Maputo Solid Waste Management Facilities) Procurement Reference No .: MZ-CMM-523706-CS-QCBS The Government of Mozambique, represented by the Maputo Municipal Council has received financing from the World Bank, toward the cost of the Maputo Urban Transformation Project and intends to apply part of the proceeds for consulting services of a Project Manager.
The main Objective of the consultancy is to act as the Employer’s representative to project manage (i.e.
administer and supervise) the Contractor’s design-build services, which include construction works, to ensure the timely progress of the works, to ensure that the works are carried out in accordance with the Employer’s Requirements that include design services and specifications, and quality of build services (also referred to as works or construction) to meet the standards and specifications required.
This includes assessment and monitoring of the design services, construction programs, materials, labour, construction methods, in compliance with specified Employer’s Requirements.
The Consultant will have all the powers defined as being the Employer’s Representative, with the exception of the following, which will be retained and exercised by the Employer: (i) Issuing the order to commence the Contractor’s design-build services; (ii) Approving change/variation orders; (iii) Approving significant variations in quantity or quality; (iv) Approving subcontracting of any part of the Contractor’s design-build services not included in the contract signed by both the Contractor and the Employer; and (v) Approving time extensions.
The Consultant will, among other tasks, undertake the following: (i) Hold start-up meetings with the Contractor(s), stakeholders and the Employer or a combination of some or all of them; (ii) Assist the Employer in the preparation and handing over the sites to the successful Contractor within the specified time framework; (iii) Carry out the Employer’s Representative’s duties as spelt out in the Conditions of Contract for Plant and as delegated by the Employer, until completion of the design-build services by the Contractor, and related defects liability period for design-build activities; (iv) Manage the project in a manner that achieves timeliness and cost-efficiency; (v) Manage the design services of the Contractor to prepare a final overall design layout for the KaTembe landfill and Hulene transfer station; (vi) The Consultant also then manages the detailed design services of the Contractor for both the landfill and transfer station; (vii) Prepare and issue the necessary notices and instructions to the Contractor in line with the powers and responsibilities delegated to the Consultant by the Employer; (vii) Monitor and advise on the quality, timing, duration and cost of activities in the construction program; (viii) Ensure that environmental protection measures and social measures in the project’s ESMP are implemented to mitigate any negative impact of construction; (ix) Ensure that health and safety laws and regulations are complied with at the project site; (x) Monitor and control the quality of construction materials for use in the project works, including temporary works; (xi) Assess, verify and certify all interim payment certificates and final payment certificate lodged by the Contractor for submission to the Employer.
The consultant shall ensure that adequate supporting documentation is provided for each certificate; (xii) Carry out on-the-job training for Employer counterpart engineers seconded to the consultant.
In summary, the Consultant shall undertake the following specific project management supervisory tasks: (a) Design-Build supervision work; (b) Supervision of field surveys and investigations; (c) Project Budget Cost Control; (d) Monthly Project Progress Reports; (e) Quality Assurance, Interim Payment Certificates and Variation & Amendments to the Contract; (f) Inspection and Substantial Acceptance of Works; (g) Other Reports- periodic progress, quarterly, special reports; (h) Quality Assurance (QA); (i) Health & Safety and Environmental and Social Management Plan (ESMP); (j) Supervise Equipment Supply and Testing; (k) Commissioning and Post Commissioning Services; (l) Post Design-Build Construction Services; (m) Training and Technology Transfer.
The detailed Terms of Reference (TOR) for the assignment as well as further information can be obtained by sending a request to the email given below. The Maputo Municipal Council now invites eligible consulting firms to express their interest in providing the Services.
Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are : The consulting firm to be hired as the Project Manager should have relevant experience in (i) general experience in management of similar assignments (Design-and-Build); (ii) supervision of municipal solid waste management facilities construction; (ii) acting as Project Manager or Project Engineer for construction of new sanitary landfills.
Key Experts will not be evaluated at the shortlisting stage . The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers”, 6th Edition, February 2025, setting forth the World Bank’s Policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications and shall indicate clearly whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations. Expressions of interest, including supporting documents, must be delivered by email to address provided below, not later than 8 December 2025 .
