E5140 The Department of Irrigation, Ministry of Agriculture and Environment, has received financing from the World Bank toward the cost of the Project Preparation in relation to the Lao Irrigation Dam Safety, Operation, and Management (LIDSOM). The project intends to apply part of the proceeds for procurement consulting services. The project aims to institutionalize dam safety management procedures within the irrigation sector, develop a relevant legal and regulatory framework, and provide capacity building for dam owners and operators regarding the management, operation, and maintenance of irrigation dams. The national procurement consulting services (“the Services”) include: providing end-to-end procurement support to the Project Management Unit (PMU) for the planning, processing, and management of procurement activities under the project, ensuring compliance with the World Bank Procurement Regulations, project documents (PAD/PIM), approved Procurement Plan (PP), and applicable national rules. Expected to commence on March 1st, 2026. The Department of Irrigation, Ministry of Agriculture and Environment, now invites eligible national procurement consulting individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • At least a Bachelor’s degree in Procurement, Business management, Trade Engineering, or a related field. A professional qualification in public procurement is highly desirable.
  • At least five years of specific experience in the procurement of goods, works, and consulting services (national/international competitive bidding), as well as experience managing project procedures.
  • Demonstrated experience in procurement within government and foreign aid-funded project operations. Practical experience with World Bank, ADB, or other international fund procurement procedures is essential; familiarity with STEP is an advantage.
  • Strong analytical, drafting, facilitation, and training skills.
  • Proficiency in written and spoken English and Lao.
  • Advanced computer skills (e.g., Microsoft Word, Excel).
  • Strong interpersonal skills and a demonstrated ability to work as part of a team.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016, Revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
