REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) Country: St. Vincent and the Grenadines Name of project: Beryl Emergency Resilient Recovery Project Loan No./Credit No./ Grant No.: IDA-76430 Assignment Title: Project Audit Reference No. (as per Procurement Plan): SVG-BERRY-CS-LCS-01B The Government of Saint Vincent and the Grenadines (GoSVG) has received financing from the World Bank toward the cost of the Beryl Emergency Resilient Recovery Project (BERRy) and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") include the performance of a special purpose framework financial audit, as defined by the International Federation of Accountants (IFAC), the objective of which is to obtain reasonable assurance about whether the Project's financial statements as a whole are free from material misstatement, whether due to fraud or error, thereby enabling the auditor to express an opinion on whether the financial statements are prepared, in all material respects, in accordance with an applicable financial reporting framework and to report on the financial statements, and communicate as required by the International Standards of Auditing (ISAs), in accordance with the auditor's findings. The consultant will be required to audit the Beryl Emergency Resilient Recovery Project for each fiscal year (January – December) commencing 2025 through to 2027. The Ministry of Finance, Legal Affairs and Justice, Economic Planning and Private Sector Development now invites eligible firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The Consultant must have completed the auditing of at least one (1) World Bank or other multi-lateral or bi-lateral donor-financed projects in the past five years.
- The Consultant must have at least five (5) years' experience performing audits according to ISA.
Key experts will not be evaluated at the shortlisting stage. The Terms of Reference (TOR) for the assignment can be found using the following link: https://procurement.gov.vc/eprocure/images/pdf/CurrentBids/Audit_ToR-_BERRy_Cleared.pdf The attention of interested Consultants is drawn to Section III - Governance, paragraphs, 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" 5th Edition September 2023 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. In addition, consultants shall refer to the requirement on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant shall be selected in accordance with the Least Cost Selection (LCS) method set out in the Procurement Regulations.
