  • This request for Bid follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) on 24th June 2024.
  • The Judiciary of Zanzibar through the Government of the United Republic of Tanzania has received Loan from the World Bank toward the cost of the Zanzibar Judicial Modernization Project (Zi-JUMP) , and intends to apply part of the proceeds toward payments under the contract for Proposed construction of renovation of two court buildings at Mahonda in Unguja and Wete in Pemba.
  • Th e Judiciary of Zanzibar now invites sealed Bids from eligible Bidders for:

LOT NO. NAME DESCRIPTION OF WORKS 1 Proposed construction of Renovation of Children Court Building at Mahonda in Unguja Renovation of Children Court Building at Mahonda in Unguja, Guard House(s), Power House and all associated External Works. The works must be completed within 12 months 2 Proposed construction of Renovation of District Court Building at Wete in Pemba Renovation of District Court Building at Wete in Pemba, Guard House(s), Power House and all associated External Works. The works must be completed within 12 months Bidders have the option to Bid for any one or both lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any, for combined lots. Only unconditional discounts will be allowed. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for combined lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.

  • Bidding will be conducted through National Competitive Bidding (NCB) using a Request for Bids (RFB) as specified in the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
  • Qualifications requirements include:
  • General Construction Experience:

Experience under construction contracts in the role of prime contractor, subcontractor, or management contractor for at least past ten (10) years, starting 1st January 2015 to 1st January 2025.

  • Specific Construction & Contract Management Experience:

Experience as a prime contractor in the construction of at least three (3) previous completed contracts work of similar nature and complexity (Public Buildings) in the last Seven (7) years starting 1st January 2018 to 1st January 2025 with a value of TZS. 785,000,000.00 Million for each Lot 1 & Lot 2 or its equivalent in other currencies; Experience in Court Buildings is an added advantage;

  • Average Annual Turnover:

Calculated as total certified payments received for contracts in progress or completed, within the last Five (5) years of TZS. 2 Billion for each Lot 1 & Lot 2 or its equivalent in other currency (s);

  • Minimum amount of liquid assets and/or credit facilities:

Net of other contractual commitments of TZS. 350,000,000.00 for each Lot 1 & Lot 2 and or its equivalent in other currency. Regarding Award Criteria, the Employer will aggregate minimum requirements as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III (Evaluation and Qualification Criteria). However, with respect to the specific experience under item 4.2 (a) of Section III - the bidders shall comply with the individual requirement of participating Lots as mentioned above. Bidder shall not submit the same experience in more than one Lots (i.e., the same Experience shall not be accepted in more than one lots.) With regard to Key Personnel and Equipment, to be awarded more than one lots, the bidder must present separate sets of equipment and separate team for each lot. Further details and complete qualification requirements are provided in the Bidding Documents.

  • Interested eligible Bidders may obtain further information from the office of the Chief Court Administrator, Judiciary of Zanzibar, P.O. Box 160, Zanzibar from 7:30-15:30 hours E.A.T, Mondays to Fridays inclusive except on public holidays .
  • A complete set of the bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Tanzania Shillings 300,000,00 . The method of payment will be by Bank draft. The document will be sent by hand to the Judiciary of Zanzibar through PDMU office, attn project procurement officer.

  • Request for clarification shall be submitted to procurement management unit via email procurement@judiciaryzanzibar.go.tz . Replies to clarifications requested by bidders will be emailed directly to all bidders.

  • Bids must be delivered to the address below on or before 10:00 AM on Thursday,

19th February, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10:30 AM on Thursday, 19th February, 2026.

  • All Bids must be accompanied by a Bid Securing Declaration which is included in this bidding document in the prescribed/standardized form.
  • “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
