Reference: RFIUNPD24072 Starting April 2026, the United Nations (UN) will require the annual rotation of approximately 4,500 peacekeepers deployed in Port-au-Prince, Haiti, returning to their respective countries of origin upon completion of their tours of duty.
Each peacekeeper will travel with an entitlement of up to 100 kilograms of personal baggage, which may include authorized personal weapons and ammunition (UN Class 1.4S), in full compliance with applicable international aviation, safety, and security regulations.
To support this recurring operational requirement, the United Nations seeks to identify and register qualified air operators capable of providing air transporation services for passenger and baggage transport from Port-au-Prince International Airport (PAP) to multiple international destinations.
Given the projected composition of the force, approximately 50 percent of the rotating personnel will originate from Central American troop-contributing countries, while the remaining 50 percent will be from Central African countries.

As such, the United Nations is particularly interested in operators with operational presence, or logistical capabilities in close proximity to Central America and Central Africa, enabling efficient routing, reduced transit times for positioning and de-positioning, and cost-effective operations.
Port-au-Prince International Airport will serve as the primary point of embarkation for the outgoing troops, and operators must demonstrate the ability to operate safely and reliably in challenging environments, including compliance with UN security standards, ICAO regulations, and national civil aviation requirements.
Operators should be aware that waivers to any existing NOTAMs or Information Circulars, if required, may be possible through coordination with their respective Member States (of issuance). Information received will assist the United Nations in assessing market capacity, operational feasibility, and potential sourcing strategies for future solicitations.
