OP00371989 dated 5th August 2025. The Government of the United Republic of Tanzania has received credit from the International Development Association (IDA) towards financing the Project for Advancing Gender Equality in Tanzania (PAMOJA). Implementation will be through MoCDGWSG and PO-RALG for Mainland, and MoCDGEC and ZEEA for Zanzibar. The Government intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) involve designing and piloting a community-based social norms change and gender-based violence (GBV) prevention program in Tanzania Mainland.

The assignment includes designing, piloting, validating, and supporting rollout of a national protocol for a community-based social norms change and GBV prevention program in 15 rural councils of Tanzania Mainland using the Bandebereho model. Clarification requests must be sent to dpm@jamii.go.tz . Consultants must ensure they download and incorporate any addenda issued. The Permanent Secretary of MoCDGWSG invites eligible firms to express interest in providing these services. Interested firms must provide evidence of qualifications and relevant experience. Shortlisting criteria: A.

Core business and years of experience: Minimum 10 years’ experience in GBV prevention, social norms change, and community-based interventions. Information should include assignment name, client name and contact, contract value (USD equivalent), duration, and firm role (Lead/JV). B. Specific experience with the Program P (Bandebereho) model or similar couples-based behavioral change models is required. C.

Experience providing similar services in Africa or other developing countries. D. Technical and managerial capacity: Provide organizational structure, general staff qualification profile, and staff numbers. Do not submit CVs at this stage. Attention is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025, regarding Conflict of Interest.

Consultants may associate with other firms in the form of a Joint Venture or sub-consultancy. For JVs, all members shall be jointly and severally liable and each member must meet qualification requirements. Sub-consultant qualifications will not be considered for shortlisting. Selection will be conducted using the Quality and Cost-Based Selection (QCBS) method in accordance with World Bank procurement regulations.
