REQUEST FOR EXPRESSION INTEREST (REOI) Loan/ Credit No. IDA V3100 PROJECT ID: P172012 Subject: Request for Expression of Interest (REOI) for Provision of Consultancy Services to update the Environmental and Social Impact Assessment for construction, operation and decommissioning of the Mesurado Industrial Fishing Port and Artisanal Fish Landing Site and access road at the Mesurado Pier, Coast Guard Base, Freeport of Monrovia Reference No.: LR-NAFAA-470749-CS-CQS The government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) has received support from the World Bank Group toward the implementation of the “Liberia Sustainable Management of Fisheries Project (LSMFP)”, and intends to utilize part of the funds for the updating of Mesurado Industrial Fishing Port and artisanal landing site ESIA to ensure that the final assessment integrates both the geotechnical findings and the detailed design, thereby providing a robust basis for environmental management, risk mitigation, and regulatory approval. The Government of Liberia through NaFAA is soliciting the services of a qualified Consultant Firm or Consultant Consortia for provision of consultancy services to update the environmental and social impact assessment for construction, operation and decommissioning of the Mesurado Industrial Fishing Port and Artisanal Fish Landing Site and access road at the Mesurado Pier, Coast Guard Base, Freeport of Monrovia. The general objective of the assignment is to place particular emphasis on a comprehensive review and critical analysis of the geotechnical data and design, with the aim of confirming that the findings of the geotechnical studies fully support the requirements of the selected design. At the same time, the updated ESIA will identify and assess potential adverse environmental and social impacts associated with these geotechnical findings; examine project alternatives; identify ways of improving project selection, siting, planning, design and implementation to apply the mitigation hierarchy. Beyond impact identification, the Updated ESIA will prescribe proportionate and practical mitigation measures while establishing clear processes, procedures, and systems for effective environmental and social risk management. In doing so, the Updated ESIA will provide a framework to guide decision-making across the construction, operation, and decommissioning phases, ensuring alignment with national regulatory requirements, international safeguard standards, and good international industry practice. The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible consulting firms to indicate their interest in performing the Services. Interested firms must provide information indicating that they are qualified to perform the services (brief corporate profile: technical and managerial capability of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills and staff, etc.) The shortlisting criteria includes the following qualifications: Qualification Requirements and Composition of Study Team: The preparation of the ESIA will be entrusted to a qualified and experienced environmental and social impact assessment consulting firm, licensed by the EPA with experience in conducting ESIA for coastal or fisheries-related projects. The Consulting firm must: • Have been in the business of preparing ESIA for at least 5 years; • Have experience in conducting Detailed ESIA for establishing fisheries harbors and post-harvest infrastructures, coastal infrastructures - including landing sites and processing facilities; geotechnical studies and other related assignments; • Have experience in preparing feasibility studies for donor-financed fisheries infrastructure projects; • Have successfully implemented at least 1 similar project in the past 10 years; • Have the requisite management and qualified team members to deliver on the assignment; and • Be recognized by Liberia’s EPA • Preparing ESIAs on World Bank funded projects is an advantage. The firm will assemble a multi-disciplinary team of technicians which must include the key experts as stated below, though the consultant may propose additional expertise as required as non-key experts; however, their qualifications will not be considered in the evaluation of proposal. The proposed key staff listed below will not be evaluated at this stage: Team Leader – Environmental Specialist (National), Geotechnical Scientist (National) Social Specialist/Expert, Marine Ecologist/Biologist, All staff members should be proficient in English language and computer literate in applications related to reporting as per the areas of their specialization.
