The MINISTRY OF COMMUNICATION AND INFORMATION TECHNOLOGY has received financing from the International Development Association (IDA) (the “Bank”) in the form of a credit toward the cost of Provision Of Consultancy Services To Develop National Ict Standards And Compliance Framework (NICSF).

The MINISTRY OF COMMUNICATION AND INFORMATION TECHNOLOGY intends to apply a portion of the proceeds of this credit to eligible payments under the contract for which this Request for Proposals is issued.

Payments by the Bank will be made only at the request of the MINISTRY OF COMMUNICATION AND INFORMATION TECHNOLOGY and upon approval by the Bank and will be subject, in all respects, to the terms and conditions of the credit agreement.

The credit agreement prohibits a withdrawal from the credit account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

No party other than the MINISTRY OF COMMUNICATION AND INFORMATION TECHNOLOGY shall derive any rights from the credit agreement or have any claims to the proceeds of the credit. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.” 2.

The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): Provision Of Consultancy Services to Develop National ICT Standards and Compliance Framework (NICSF). More details on the Services are provided in the Terms of Reference (Section 9). This Request for Proposals (RFP) has been addressed to the Public. 3.

It is not permissible to transfer this RFP to any other firm. 4.

A firm will be selected under Consultant's Qualifications Selection procedures and in a SIMPLIFIED_TECHNICAL_PROPOSAL format as described in this RFP, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition, November 2020 and the Public Procurement Act, CAP 410 that can be found at the following website: www.worldbank.org and www.ppra.go.tz.

The RFP includes the following documents: Section 1 – Requestfor Proposals Letter Section 2 -Instructions to Consultants and Data Sheet Section 3 - Technical Proposal: SIMPLIFIED_TECHNICAL_PROPOSAL Standard Forms Section 4 - Financial Proposal - Standard Forms Section 5 – Eligible Countries Section 6 – Fraud and Corruption Section 7 - Terms of Reference Section 8 - Standard Forms of Contract {"name":"Lumpsum"} 5.

Consulting Firm is required to inform KIJOLI SAID, P.O.Box 677, DODOMA by 31/01/2026, through email to whether you intend to submit a proposal alone or intend to enhance your experience by requesting permission to associate with other firm(s) (if permissible under Section 2, Instructions to Consultants (ITC), Data Sheet 14.1.1).

Please inform us by 31/01/2026, in writing at KIJOLI SAID, P.O.Box 677, DODOMA by E-mail kijoli.said@mawasiliano.go.tz: whether you intend to submit a proposal alone or intend to enhance your experience by requesting permission to associate with other firm(s). 6.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals. 7. Details on the proposal’ssubmissiondate, time and address are provided in ITC 17.7 and ITC 17.9.
