- The Government of Kenya has received financing from the World Bank towards the cost of the Horn of Africa Gateway Development Project (HoAGDP) and intends to apply part of the proceeds for consulting services.
- The consulting services (“the Services”) include Consultancy Services to Develop the KRA Digital Transformation Strategy 2025/26-2028/29, Enterprise Architecture Blue Print and Implementation Plan, consistent with the Terms of Reference (TOR) .
- The detailed Terms of Reference for the assignment can be found on Kenya Revenue Authority (KRA) website at http://www.kra.go.ke/tenders .
- The expected duration of the assignment is six (6) calendar months .
- The Kenya Revenue Authority (KRA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Firm registration –. The firm must be either incorporated entity or a JV of incorporated entities with core business in the field of ICT Consultancy, Solutions Development and Delivery for a minimum period of 5 years. b) Firm experience - The firm shall have successfully completed at least two (2) contracts of a similar nature, complexity and in a similar operating environment (i.e. assignment for Digital Transformation Strategy formulation for two (2) large Public/Private Enterprises in the Telco or Financial services sector) within the last five years. Details of these assignments, including client names and addresses, scope, contract value, contract duration, and year/period of assignment, must be provided c) Technical & managerial capability of the firm - the firm must demonstrate as having the requisite technical and managerial capacity to undertake the assignment as specified in the ToRs Key Experts will not be evaluated at the shortlisting stage.
- The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers First Published July 2016 and Revised Seventh Edition September 2025 hereafter referred to as ‘Procurement Regulations’, setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected following the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Completed EOIs are to be saved as PDF files named “ Consultancy Services to Develop the KRA Digital Transformation Strategy 2025/26-2028/29, Enterprise Architecture Blue Print and Implementation Plan,” and submitted in the KRA E-procurement Web Portal to be received on or before 12th February 2026, 1100Hrs EAT.
