Reference No : UG-MAAIF-527215-CS-QCBS The Ministry of Agriculture, Animal Industry and Fisheries has received financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project and intends to apply part of the proceeds for consulting services.
The Consulting services (“the Services”) include (i)Increase access to quality agricultural inputs and production technologies for refugee farmers, (ii) Strengthen farmer knowledge and adoption of climate-resilient agricultural practices,(iii) Enhance the capacity and functionality of farmer organizations and facilitate sustainable market linkages,(iv) Promote nutrition-sensitive agriculture and improve dietary diversity among refugee households, (v) Build a foundation for long-term resilience and livelihood sustainability among refugees.
This consultancy shall be provided for a period on 24 months . The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.agriculture.go.ug The Ministry of Agriculture, Animal Industry and Fisheries now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: (i) The firm should have operated in a refugee settlement area for at least the last five years .(ii) The firm should have facilitated at least three (3) cycles or contracts of distribution of agro inputs within the refugee households in the last five (5) years .(iii) The firm should have supported the implementation of crop, livestock, and beneficial insect value chains and integration of Sustainable Land Management practices environmental and social safeguard in at least two refugee settlement areas and host districts during the same period in the last five years under at least two contracts .(iv) Should have at least two (2) contracts working with refugee small holder farmers including farmer institutional strengthening at the level of cooperative formation in the last five (5) years (v) Should demonstrate experience and proof in establishing at least two (2) common user facilities including value addition ,(vi) Should have undertaken at least two(2) projects in production and productivity enhancement, use of ICT in Agriculture and nutrition sensitive agriculture and dietary diversity interventions in the last five (5)years.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers July 2016” Seventh Edition, September 2025 “Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based section method set out in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 revised September 2025. Expressions of interest must be delivered in a written form (in person or by email) to the address below (in person), by 30th January,2026 at 1100 hours (Local Time) . NOTE: All consultants that submitted their expressions of interest by 26th November,2025; DO NOT NEED TO RE-APLY unless they want to update their EoIs .
