Scope overview

Reference: RFIUNOG24096 The United Nations Office at Geneva (UNOG), on behalf of the Office of the United Nations High Commissioner for Human Rights (OHCHR) based in Geneva, Switzerland, is seeking experienced and reliable information and evidence management solution providers to support human rights investigations.

For this document, the service provider will be referred to as "the vendor." A dedicated team within OHCHR will manage all aspects of information management, serving as the internal support team for the investigation teams. This team will deliver both tactical and strategic assistance to ensure the smooth execution of operational activities within the framework of the chosen solution.

This Request for Information (RFI) seeks to identify potential solutions, taking into account the state-of-the-art and the current marketplace. NOTE: The proposed solution must support a user base of 70 to 200 concurrent users and accommodate total data volumes starting at 2 TB, potentially growing up to 15 TB over time.

Vendors should provide annual and multi-year cost options, with flexibility to scale user and storage capacity as needed. Vendors responding to this RFI are kindly requested to complete the Attached Annex 1 Technical Requirements Matrix.

Submit this form completed, dated and signed in PDF format via email to byaruhanga @un.org, with a copy to procurementunog@un.org, no later than 27 February 2025, 17:00 Hrs (Geneva Time). In addition to the attached Annex 1, the vendors are requested to submit an additional, separate document, signed and dated in PDF format, providing answers to the following: 1.

Available deployment options including managed hosting or on-premise. 2. An outline and task list of the steps required to implement the software, including migration from the legacy systems; 3. Provide an outline of the service offering for ongoing support. 4. Provide comprehensive financial information, including: a.

detailed pricing structure and full cost breakdown, covering: • Licensing (including user tiers or volume-based pricing) • Implementation and deployment • Training and onboarding • Ongoing maintenance and support • Any additional or optional fees (e.g., for premium features, integrations, or storage expansions) b. Available payment terms and schedules c.

Licensing models (e.g., per-user, concurrent user, site-wide) with clearly stated options d. Any applicable discounts or incentives (e.g., for multi-year commitments, non-profit use, or bundled services). This may include: • price-break thresholds (e.g., user counts, storage tiers), • the discounts or lower unit rate that applies at each threshold, and/or • any minimums/commitments.

Specific Requirements/Information This Request for Information does not constitute a solicitation. While the information gathered through this RFI may inform future bidding exercises, it should be noted that there is no guarantee that a solicitation will be launched following these inquiries.

The information gathered from this RFI will be used to determine solution feasibility and design, scope, planning and implementation, and resources required by UNOG. All responses will be kept strictly confidential. Furthermore, please note the following: a. All costs for preparing a response for the RFI must be covered by the vendor. b. This RFI is a separate and independent process. c.

Information received in response to the RFI will only be used by the UN for internal purposes and may inform inputs in subsequent terms of reference (TOR) for a potential future competitive tender. d. The response to this RFI will not be used to pre-qualify vendors. e. The information provided will not be contractually binding on the vendor.
