Scope overview
Zentraler Bestandteil der Umweltplanung im Projektraum sind die Erstellung von Genehmigungsunterlagen noch nicht beschiedener Bereiche, beziehungsweise die Anpassung, Ergänzung oder Fortschreibung vorhandener Gesamtunterlagen z.B. als Blaudrucke. Als Datengrundlage sind dafür die zu beplanenden Fläche in Teilen oder vollständig zu kartieren oder vorhandene Kartierungen zu verdichten und zu aktualisieren.
Vorhandeses Datenmaterial zu verschiedenen Artengruppen kann aufgrund der langen Zeiträume nicht mehr aktuell sein; entsprechende Informationen im LBP oder im Fachbeitrag Artenschutz sind unter Umständen veraltet oder bedürfen der Aktualisierung.
Es ist besonders bei der Erstellung von landschaftspflegerischen Ausführungsplänen notwendig, intensive Begehungen, zusätzliche Datenerfassungen und intensive Abstimmungen mit Behörden und dem AG zu durchzuführen. Um die dauerhafte Sicherung von Ersatzmaßnahmen zu gewährleisten, ist es notwendig, ein regelmäßiges Monitoring durchzuführen.
Dabei können verschiedene Arten, Artengruppen oder Ausführungstypen zu bewerten sein. Es wird besonderer Wert auf eine wissenschaftliche Arbeitsweise beim Leistungsbild des Monitorings gelegt. Der EBA-Umweltleitfaden und der Leitfaden Antragsunterlagen, die Planfeststellungsrichtlinie des EBA, sind zu beachten, darüber hinaus sind aktuelle fachliche Standardwerke zu berücksichtigen.
Liegen standardisierte Verfahren (z.B. zu Kartierungen) vor, welche über den EBA-Umweltleitfaden hinausgehen, sind diese anzuwenden.
