  • The Ministry of Environmental Protection and Agriculture of Georgia has received financing from the World Bank toward the cost of the Georgia Resilient Agriculture, Irrigation and Land Project (GRAIL) and intends to apply part of the proceeds toward payments under the contract[1]for Purchase and Installation of water measurement structures for Kvemo Samgori and Zeda Ru Irrigations Schemes .
  • The Ministry of Environmental Protection and Agriculture of Georgia now invites sealed Bids from eligible Bidders for Purchase and Installation of water measurement structures for Kvemo Samgori and Zeda Ru Irrigations Schemes :
  • Flow Meter Device with Accompanying Service, Installation, and Software - 39 sets
  • Non-intrusive Radar/Doppler - 31 sets
  • Software – 1 set
  • Web Server – 1 set

  • Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30 % and for Bid cost: 70% .
  • Interested eligible Bidders may obtain further information from the Ministry of Environmental Protection and Agriculture of Georgia , Lali Durmishidze, email lali.durmishidze@mepa.gov.ge and inspect the bidding document during office hours: 10:00 to 17:00 hours at the address given Marshal Gelovani Ave. 32g, 0159, Tbilisi, Georgia .
  • The bidding document in English is free of charge. Interested eligible Bidders upon the submission of a written application to the address below: lali.durmishidze@mepa.gov.ge Cc: iosebtchonkadze@gmail.com ; mariam.bakhtadze@mepa.gov.ge; rusudan.manjgaladze@mepa.gov.ge. The document will be sent by email, electronically.
  • Bids must be delivered to the address below Marshal Gelovani Ave. 32g, 0159, Tbilisi, Georgia on or before March 11, 2026, 12:00 PM Tbilisi Time . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below: Marshal Gelovani Ave. 32g, 0159, Tbilisi, Georgia on March 11, 2026, 12:00 Tbilisi Time . All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
  • All Bids must be accompanied by a Bid-Securing Declaration.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
