The objective of the project is to strengthen the institutional and supervisory capacity of the central bank and improve the efficiency of core financial sector infrastructure. This objective will be achieved by strengthening and modernizing the central bank, which is critical for financial stability and key for transforming the banking sector and driving private-sector growth. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from the Project Coordinator, Project Implementation Unit, Bank of South Sudan (BoSS), Juba, South Sudan . The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of United States Dollars One Hundred (US$100) or equivalent in South Sudanese Pounds. The method of payment will be by Bank Transfer. The details of the bank will be provided upon receipt of the application letter. The document will be sent by electronic email. Bids must be delivered to the address below on or before September 16, 2025 at 2:00 PM South Sudan local time . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below in the Meeting Room at 2:00 PM South Sudan local time on September 16 2025 . All envelopes marked “ Second Envelope: Financial Part” shall remain unopened and will be held in the safe custody of the Purchaser until the second public opening.
