SO-MOAI-HSS-475039-CS-INDV BACGROUND The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels.
This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events.
It seeks to achieve this by rejuvenating Somalia's agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, enhancing the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia.

The Project Development Objective (PDO) for Somalia Food Systems Resilience Program (FSRP) will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators.
All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The five indicators are. The Hirshabelle State of Somalia is establishing a core multi-sectoral Project Implementation Unit (PIU) supervised by the Ministry of Agriculture and Irrigation. The role of the PIU is to support the management, coordination, implementation monitoring, and evaluation of project activities.
The PIU will be staffed with the following positions: - State Project Coordinator, Finance Management Specialist, Procurement Specialist, Safeguards Specialist, M&E Specialist, and other technical Agricultural and Livestock specialists.
Scope of Work and Responsibility Rangeland Management Specialist will ensure that Rangeland management and impacts are monitored and mitigated and that Rangeland management major rangeland-related challenges are implemented on time within the framework of the Somalia Food Systems and Resilience Project (FSRP) in Hirshabelle State.
The scope of work encompasses the following key areas: Contribute the strengthening of livestock sector through the restoration of degraded land ranges Improve grazing land functions and forage quality for pastoralists, agro-pastoralists to increase livestock yield and improve their health as well Employ mechanisms to improve soils, land in reducing deforestation as well as improving reforestations.
Develop mechanisms in promoting feed and fodder enterprises Advice proper ways to improve grazing and sustain natural resources Capacity, aggregation community-based fodder storage structures and promote post harvesting modern technology. Suggest proper water management, sustainable fodder production and effective ways to control invasive species.
Introduce, with the collaboration of the FSRP team, ways and species of growing nutritive grasses and forage varieties Advice communities’ strategies to consider livestock, water harvesting, wildlife, recreation in their land use at all levels.
Help introducing sustainable micro water catchments, flood control technologies to the community Selection Criteria: This senior management position requires a results-oriented professional committed to community-driven approaches for empowering communities and producer organizations through range management and advisory services to realize their development goals.
The eligible candidate should be a good team player with the following qualifications: - Minimum Master’s Degree in rangeland management, Forestry, or any equivalent education background. or any other related agricultural or social sciences from a recognized university.
5 years of hands-on experience in community-driven development (CDD) of livestock and rural development projects in Somalia or other similar countries. Having worked in livestock/agriculture-related farmer organizations in World Bank-funded programs will be an added advantage. Technical experience in designing and implementing pasture preservation, production, and reseeding technologies.
Practical experience regarding rehabilitation of degraded rangelands. Very good knowledge of innovative rain water harvesting techniques, groundwater management, etc. Technical and analytical skills for various rangeland management intervention Good understanding of national agricultural policies, strategies, and regulatory framework for Somalia's various inputs and commodities.
Proven capacity for relevant intellectual and operational leadership in development work, particularly for community-based development. Practical experience regarding rehabilitation of degraded rangelands Membership in a relevant professional body is an added advantage. REPORTING The Rangeland Management Specialist will report to the State Project Coordinator.
Duration of Assignment The Rangeland Specialist shall be contracted for 12 months. The Ministry of Agriculture and Irrigation Hirshabelle State of Somalia now invites eligible consulting(“Consultants”) to indicate their interest in providing the above-mentioned Services.
Interested consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
Submission Requirements The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations. Interested Consultants may obtain further information including a detailed Terms of Reference (TOR) from the Ministry of Agriculture and Irrigation Hirshabelle State in person or by e-mail) at the address below during office hours from 8.00 a.m.– 4.00 p.m.
Saturday to Thursday except for public holidays.
