Gezien de specialistische aard van de werkzaamheden binnen de drinkwatersector wordt verwacht dat het aantal inschrijvingen beperkt zal zijn. Door te kiezen voor een openbare procedure en de nadruk te leggen op de gunning, wordt gelijke behandeling van marktpartijen geborgd en wordt ruimte geboden om, naast prijs, de kwaliteit van de voorgestelde aanpak en de wijze van samenwerking mee te wegen.
