The main scope of this consulting service (hereinafter referred to as the “Service”) includes: 1. Managing the project’s financial operations, including but not limited to financial budgeting, preparation of financial statements, financial management, and accounting (submit one financial statement to the PMO every six months); 2.
Preparing materials related to withdrawal applications for the Bureau’s PMO on a routine basis; 3. Reviewing withdrawal materials submitted by implementing units (ensure 100% review rate); 4. Managing the Bureau’s PMO fixed assets and office supplies; 5. Managing financial documents related to overseas travel; 6.
Reviewing travel documents and performing financial audits for relevant PMO personnel (ensure 100% review rate); 7. Timely completion of other tasks assigned by the PMO leadership. This consulting service will recruit two individual consultants as members of the Finance Team.
The total estimated input is 48 person-months, with an expected implementation period of 24 months (from the date of contract signing until the World Bank loan project closing date on December 31, 2027). The expected start date of the consulting service is January 2026. The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest.
The Hainan Provincial Disease Control Bureau (hereinafter referred to as the “Client”) hereby invites qualified individual consultants to express their interest in providing this consulting service.
Interested individual consultants should submit relevant documents (Letter of Expression of Interest, Quotation Form, Curriculum Vitae (CV) of the individual consultant (format as specified in Section 2: Individual Consultant CV Template), and supporting documents demonstrating that the individual consultant meets the “Section VI – Qualification Requirements” of the Terms of Reference, including but not limited to photocopies of the front and back of the ID card, copies of diplomas and degree certificates or proof of equivalent education, proof of relevant work experience, and a letter of commitment from the individual consultant) to demonstrate that they possess the qualifications and relevant experience required to perform this service.
The specific criteria for the selection of individual consultants are as follows: Financial management personnel should have project management and financial work experience, possess professional knowledge in financial management, be familiar with accounting standards and relevant fiscal and tax policies, and be proficient in using financial management and office software.
The specific requirements are as follows: (A) Basic Qualifications Must be a citizen of the People’s Republic of China and able to reside and work in Haikou; Must comply with the laws and regulations of the People’s Republic of China and have no record of illegal or disciplinary violations; Must possess good character and professional ethics; Must have the physical and mental capacity to perform the duties of the position normally; Must be familiar with domestic financial laws and regulations; Must have a professional background in finance, accounting, or related fields, with professional technical titles or relevant certifications; Must be proficient in using financial management and office software.
(B) Ineligibility Criteria (Individual consultants must provide a Letter of Commitment, format as specified in Section 3: Individual Consultant Letter of Commitment) Those who have received any form of criminal punishment; Those who have been dismissed from public office; Those currently under investigation for legal or disciplinary violations; Those who have not yet been cleared of party or government disciplinary sanctions; Citizens who refuse or evade mandatory military service and fail to correct this behavior; military personnel who refuse to perform duties, desert the army for the purpose of evading service, and are expelled, discharged, or held criminally liable according to law; Persons listed as dishonest and subject to enforcement by the courts.
Interested individual consultants should pay attention to the provisions of Sections 3.14, 3.16, and 3.17 of the World Bank’s Investment Project Financing (IPF) Borrower Procurement Regulations (Procurement Regulations, November 2020 edition), which set out the World Bank’s conflict of interest policy.
This consulting service will select individual consultants in accordance with the Open Competitive Selection of Individual Consultants method as stipulated in the Procurement Regulations. Qualified and interested individual consultants may obtain further information from CITIC International Tendering Co., Ltd.

The Expression of Interest must be submitted in writing (either by a designated representative or by mail) to the following address before 17:00 on December 12, 2025 (the submission deadline). Sealing and Number of Copies of the Expression of Interest Documents: Number of hard copies of the Chinese Expression of Interest documents: 1 original; number of hard copy Chinese Expression of Interest copies: 4.
The original and copies of the Expression of Interest should each be bound into separate volumes and sealed in the same envelope.
Both the inner and outer envelopes shall bear the following additional markings: (1)Project Name: World Bank Loan Prevention, Preparedness, and Response to Emerging Infectious Diseases Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project); (2)Contract Number and Title: HN-IC-4A: Recruitment of Financial Management Consultant for Hainan Provincial Disease Control Bureau (Second Round).
The consultant should also submit, together with the Expression of Interest, a complete color-scanned copy of the original EOI (PDF format) and an editable electronic version (Word format), stored on a USB drive and separately sealed. In case of any discrepancies between the electronic version and the hard copy, the Chinese hard-copy original shall prevail.
Note: The consultant must ensure that the markings on the outer packaging of the submitted Expression of Interest are consistent with the content of the EOI. Alternatively, the consultant may, before the submission deadline, send a color-scanned copy of the original EOI (PDF format) and an editable electronic version (Word format) to the procurement agent’s email: liushuang@ck.citic.com.
