REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (INDIVIDUAL CONSULTANTS SELECTION) Country: Republic of Sierra Leone Name of Project: The West Africa Food System Resilience Program (FSRP-2) Project ID: P178132 Assignment Title: Recruitment of an Individual Consultant to conduct End-Line Evaluation for the Contingence Emergency Response Component capturing all Districts in interventions in the period of implementation for Food systems Resilience Program Reference No: SL-MAFS-513431-CS-INDV REOI Issue Date: Monday 2nd March 2026 REOI Closing Date: Monday 23rd March 2026 The Government of Sierra Leone has received financing from the World Bank toward the cost of West Africa Food System Resilience Program (FSRP-2) Sierra Leone and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the conduct of End-Line Evaluation for the Contingence Emergency Response Component capturing all Districts in interventions in the period of implementation for Food systems Resilience Program.

The objectives of the end-line evaluation are to: Assess the extent to which the interventions contribute to the achievement of the development objectives of the component Evaluate the effectiveness of component intervention approaches and activities Assess the short-term impact on beneficiaries Document what works well and what did not (Lessons), noting the strength, weaknesses, opportunities, and challenges.

Proffer recommendations for future emergency response interventions The duration of the assignment is Thirty (30) Days excluding weekends. The Project Management Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services.

The shortlisting and selection criteria shall be based on the following minimum qualifications and experience: Qualifications The consultant should have at least MSc in Agriculture Economics, Development Studies, or International Development from a recognized university either locally or internationally. A PhD is an added advantage.

Professional Experience : At least 7 years of experience in designing and executing evaluations or large surveys for development programs. At least 3 years’ experience conducting surveys for agricultural projects/programs. Good understanding of the socio-economic situation of Sierra Leone and the current global crisis exacerbating livelihood constraints.

Excellent experience working in a multi-stakeholder environment with demonstrable skill of effectively managing stakeholder involvement. Good experience in managing a nationwide survey with large survey teams and a demonstrable ability to effectively coordinate team members to deliver joint functions. Proven experience in conducting surveys in emergency context.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020, and February 2025.
