Procurement Expert Sought for Turkey Earthquake Reconstruction Project

REPUBLIC OF TÜRKİYE MINISTRY OF ENVIRONMENT, URBANISATION AND CLIMATE CHANGE GENERAL DIRECTORATE OF CONSTRUCTION AFFAIRS Internationally Financed Seismic Retrofitting Department TÜRKİYE EARTHQUAKE RECOVERY AND RECONSTRUCTION PROJECT REQUEST FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANT PROCUREMENT EXPERT (Ref: TERRP-INDV-PE-03) The Ministry of Environment, Urbanization and Climate Change has received financing from the World Bank toward the cost of the Türkiye Earthquake Recovery and Reconstruction Project (TERRP) and intends to apply part of the proceeds for consulting services.

General Directorate of Construction Affairs (GDCA) of The Ministry of Environment, Urbanization and Climate Change (MOEUCC) will serve as the main implementing agency for the Project.

The overall objective of the Project is to support the enormous reconstruction and recovery needs in Türkiye after the devastating February 2023 earthquakes, to adopt a “build back better” approach to the rehabilitation and reconstruction of damaged rural houses, livelihoods and associated infrastructure.

The consulting service (“the Services”) includes the hiring of a full-time Procurement Expert (TERRP-INDV-PE-03) to support the GDCA's Project Implementation Unit. The selected consultant is expected to be awarded with a one-year renewable contract.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.

Consultants will be selected in accordance with the Approved Selection Methods for Individual Consultants set out in the Procurement Regulations. The contract will be signed between the General Directorate of Construction Affairs of MOEUCC and the consultant.
