No: ET-MINT-520971-CS-INDV Organization: PIU at MInT Project: Eastern Africa Regional Digital Integration Project Location: Addis Ababa Duration: 12 months, with a possible extension Salary: Attractive/Negotiable, based on the new directive of the Government Expected Start Date: December 2025 Background The Technology Advisor will serve as the focal technical expert on ICT infrastructure and innovation policy within the PIU and the Ministry.
The position aims to provide strategic guidance on the development and implementation of national policies, strategies, and regulatory measures that leverage technology to drive Ethiopia’s economic growth, industrial capacity, public health, and environmental sustainability.
Job Description / Key Responsibilities Policy and Strategy Development Provide expert advice to the PIU and the Ministry in formulating, reviewing, and interpreting national digital policies and strategies that promote research, innovation, and technological development.

This includes offering technical inputs, ensuring alignment with national priorities, and facilitating the integration of research- and innovation-driven approaches into sectoral and institutional plans. 2. Regulatory Frameworks Strengthen national policy and regulatory systems to promote secure, transparent, and efficient cross-border data flows in line with international standards and best practices. 3.
Partnerships and Investment Pursue and secure strategic domestic and international partnerships and investments to enhance Ethiopia’s research infrastructure and national industrial capabilities in digital technologies. These partnerships should foster collaboration and investment in ICT infrastructure, data platforms, and innovation ecosystems. 4.
Sectoral Coordination Coordinate with relevant sectors (e.g., Agriculture, Education, Health, etc.) and national research organizations to promote a harmonized national approach to digital transformation initiatives. 5. Technology Foresight and Assessment Analyse global technology trends and assess emerging innovations to identify potential risks and opportunities for Ethiopia’s development priorities. 6.
Policy Communication Prepare policy briefs, analytical reports, and public statements on complex digital issues—particularly in relation to refugee settings, borderland communities, and other priority national contexts—for use by the Ministry and the Government. 7.
Support to the PIU and Ministry Provide direct technical assistance and advisory support to the Minister and PIU, including undertaking assignments as directed by the Minister. Required Qualifications and Experience Education: A Ph.D. or higher degree in Engineering, Digital technologies, Electrical Engineering, Technology Management, or a closely related discipline within the Science and Technology fields.
Experience: At least 8 years of professional experience in technology research, academia, industry, or policy development, with significant leadership or advisory experience in the Science, Technology, and Innovation (STI) sector.
Technical Competence: Comprehensive and current understanding of global technological advancements, innovation trends, startup ecosystems, and best-practice regulatory frameworks, with demonstrated ability to apply these insights to address priority national challenges in developing country contexts.
Policy Competence: Proven ability to synthesize complex scientific and technical information into clear, actionable policy recommendations for senior government decision-makers. Communication Skills: Excellent written and verbal communication skills in English. Proficiency in Amharic is a strong asset.
Key Competencies Strategic vision and forward-thinking Strong analytical and problem-solving skills Proven ability to manage complex, multi-sectoral projects Duration of Assignment The consultant will be engaged full-time for an initial period of twelve (12) months , with the possibility of extension based on performance and budget availability.
The contract cannot be extended beyond the project closing date, which is currently January 7, 2029. Remuneration Salary is attractive and negotiable , in line with the latest Government directives. Reporting Line The consultant will report directly to the EARDIP PIU Coordinator within the Ministry of Innovation and Technology .
Selection Method The Ministry of Innovation and technology now invites eligible individuals to indicate their interest in providing the Services.
Interested individuals should send expressions of interest, together with information demonstrating that they have the required qualifications and relevant experience to perform the service (description of similar assignments, experience in similar conditions, qualifications, and so forth) by providing CVs, formal application letter and all supporting documents.
