THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA Ministry of Agriculture, Livestock, Land and Irrigation Climate Resilience Multiphase Programmatic Approach (CResMPA) Invitation for Bids (IFB) Refurbishment and Improvements of Regional Offices of Monaragala, Hambanthota, Pottuvil, Rathnapura and Galle of Department of Meteorology IFB No: SLMOI/CRES/DOM/W/NCB/48 The Democratic Socialist Republic of Sri Lanka has received a loan from the financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract Refurbishment and Improvements of Regional Offices of Monaragala, Hambanthota., Pottuvil, Rathnapura, and Galle of the Department of Meteorology .
The Chairperson, Project Procurement Committee on behalf of Climate Resilience Multiphase Programmatic Approach now invites sealed Bids from eligible and qualified Bidders for Refurbishment and Improvements of Regional Offices of Monaragala, Hambanthota., Pottuvil, Rathnapura, and Galle of the Department of Meteorology as described in Bidding Document and Estimated to cost LKR 165 million exclusive of VAT .
The Time for Completion is 200 days . To be eligible for contract award, the successful bidder shall not have been blacklisted and shall meet the following requirements: CIDA Grade C4 and above , Specialty: Building Construction .
Qualification requirements to qualify for contract award include: The Bidder shall demonstrate that it has successfully completed at least one building construction contract with a minimum value of LKR 80 million or one Refurbishment contact with a minimum value of LKR 40 million within the last ten years prior to bid submission deadline; Minimum required average annual volume of Services for the successful Bidder in last five years shall be LKR 200 million ; Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be LKR 40 million .

Interested eligible Bidders may obtain further information from CResMPA office and inspect the bidding document during office hours 9.00 am to 4.00 pm at the address and contact details given below or may be downloaded and reviewed from https://promise.lk/ and https://meteo.gov.lk/ websites only for reference purpose . 6.
A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to the address given below from November 03, 2025 , 09.00 am to 3.00 pm. upon payment of a non-refundable fee of LKR 30,000.00 . The method of payment will be cash . 7. Bids shall be delivered to the address below on or before December 08, 2025 at 3.30 p.m.
Late bids will be rejected. Bids will be opened soon after closing in the presence of the bidders’ representatives who choose to attend. 8. All bids shall be accompanied by a Bid Security in the form of Bank Guarantee of LKR 1.7 million . 9. A pre-bid meeting will be held at 10.30 a.m. on November 10, 2025 at the following address.
