• The Ministry of General Education and Instruction has received financing from the World Bank toward the cost of the Building Skills for Human Capital Development in South Sudan and intends to apply part of the proceeds toward payments under the contract for Rehabilitation of Maper; Maridi; Rumbek; Tonj; Rombur & Jonglei Teachers’ Training Institutes. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
• The Ministry of General Education and Instruction now invites sealed Bids from eligible Bidders for Rehabilitation of Maper, Maridi; Rumbek; Tonj; Rombur & Jonglei Teachers’ Training Institutes as per the Schedule of Requirements below:

• Interested Bidders MUST state which Lot(s) they are applying to participate. Bidders are free to bid for any or all Lots, subject to them meeting the required Qualification Criteria
• There will be no margin of preference.
• Bidding will be conducted through Open National competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers July 2016, revised September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following requirements:
• Certificate of Registration or Certificate of Incorporation
• Evidence of Tax compliance
• Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” and is open to all eligible Bidders as defined in the Procurement Regulations that must have the following:

(A): A Bidder registered within South Sudan: # Eligibility Criteria Documents required - Valid registration of business/company in South Sudan. Valid Certificate of Incorporation orequivalent Certificate of Incorporation from the Ministry of Justice including the renewal stamps on the back page of the certificate. - Valid Tax Certificate Valid Tax Certificate from the South Sudan Revenue Authority (B): The Bidder registered outside South Sudan: authenticated copies of the following should be provided in the bid

• Valid Legal Status of Company
• Certificate of Incorporation and necessary legal permits to conduct business.
• Valid Income Tax Clearance certificate from home country indicating that company has duly paid all his/her tax liability over the last two years.
• Interested eligible Bidders may obtain further information from the Ministry of General Education and Instruction (MoGEI) Office, Project Implementation Unit (PIU) of Ministry of General Education and instruction and inspect the Bidding document during office hours at the Office of the Project Implementation Unit of Ministry of General Education and instruction from 0900 to 1700 hours South Sudan local time on working days at the address given below .
• The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of $100.00 ( United Stated Dollar One Hundred Only ) . The method of payment will be Cash to the Project Finance Officer. The document will be sent by email, on instruction of the bidder or picked in person by bidders, whichever is convenient.
• ​​Bids must be delivered to the address below on or before 1 April, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated ​representative​​​​
