- The People’s Republic of Bangladesh has applied for financing from the World Bank toward the cost of the Proposed Resilient Urban and Territorial Development Project (RUTDP), to be implemented by the Local Government Engineering Department (LGED) and intends to apply a part of the proceeds for the individual consultant for Municipal Support Unit (MSU) under RUTDP.
- The objectives of the consultant are to support Team Leader in implementing all aspects of capacity building initiatives for MSU and RMSU officials, Pourashavas and City Corporations’ elected representatives, municipal staff and community groups in the area of municipal administration & governance, municipal finance, monitoring & IT and REAP.
- The scope of consulting services (“the Services”) will include but not limited to the following: Training Coordinator will support the Team Leader in the management aspects of capacity development training/orientation/ToT program to be designed and implemented for MSU, RMSUs’ and Pourashavas and City Corporations officials. S/he will also have the primary responsibility for providing overall guidance to the training team specifically on the pedagogical aspects of the project such as training design. His/her tasks will include, but not be limited to, the following: (i) to assist conducting training needs assessment study for MSU, RMSU and Pourashava and City Corporation officials in the area of municipal administration & governance, municipal finance, procurement, financial management, environmental and social aspects, civil works contract management, monitoring, engineering & IT, REAP activities, market management with assistance of relevant key area wise expert; (ii) to support team leader in the timely and effective delivery as required for the capacity development component of Pourashavas and City Corporations in the area of municipal administration & governance, municipal finance, procurement, financial management, environmental and social aspects, civil works contract management, monitoring, engineering & IT, REAP activities, market management etc.; (iii) to support team leader in development/updating of relevant training manuals/ modules, presentation materials, booklets, leaflets, brochure, etc. and preparation of progress report on monthly, quarterly & annual basis and; and (iv) to guide and supervise the activities of individual expert/specialist on municipal administration & governance, municipal finance, monitoring engineering and IT as required by the team leader, Director of MSU and Project Director; (v) training Coordinator will work under the supervision and guidance of the Team Leader and Director of MSU; (vi) S/he will support the Team Leader (TL) in the timely and effective delivery of the capacity building component. Towards this end, s/he will undertake the following functions; (a) Support the TL in undertaking an updated training needs assessment of the target participants of the training activities related to municipal administration, governance, municipal finance & Urban Planning, Engineering, procurement, environmental and social aspects, financial management, REAP activities, market management, O&M and Others Training; (b) support the TL in undertaking a baseline survey at the beginning of the training program against which to assess training results at the end; (c) to conduct trainings need assessment; (d) to prepare/ update the training modules; (e) support the TL in the preparation of the detailed 5-year implementation plan and work program with clearly delineated time-bound, measurable targets on an annual and quarterly basis within one month from date of commencement of contract; (f) support the TL in preparing regular progress reports including the final completion report at the end of the assignment; (g) support the TL in the coordination of regional and local training activities and conduct field supervision visits to regional and local sites, as requested by the Team Leader; (h) work closely with the TL and key area wise experts in the design of the evaluation process to be undertaken at interim and final stages of the program; and (i) Assist the TL in coordinating with Association of Municipalities, and other national/international-assisted projects dealing with local government capacity development for the sharing of best practices, training materials and experience; (ii) as Training Coordinator, provide overall technical guidance and assistance to key area based experts/specialist and field-based trainers in the training design and delivery of the training activities. More specifically, s/he will (a) Advise on the design of the multi-year training strategy, specifically on the curriculum framework, piloting of courses, staging of training events from pilot to roll out, batching and scheduling of classes, etc.; (b) advise and assist key area based experts/specialists in the development of the training design for their respective courses; (c) support the TL in the evaluation of the training/capacity building events against specific performance indicators (for Pourashavas and City Corporations under the RUTDP) and general outcome indicators for the rest of the Pourashavas and City Corporations.
- The Project Director, RUTDP, LGED now invites eligible applicants to apply for the position of Training Coordinator. Applicants are invited to provide information indicating that they have the required qualifications and relevant experiences to perform the services (completed CV with other details as required). The selection criteria are The Training Coordinator will have a Master Degree in Public Administration/Economics/Sociology/Political Science/Mathematics/Bachelor Degree in Engineering/ Bachelor Degree Urban and Regional Planning from any recognized university. Candidates with a degree/diploma or prior training in human resource development will be given preference. S/he should have 15 years of related work experience with 10 years practical experience in the area of strengthening municipal governance and capacity building training in Bangladesh or elsewhere; S/he should be knowledgeable of the Local Government (Paurashava) Act, 2009 as well as the Local Government (City Corporation) Act, 2009; Ability to guide and work with a multi-disciplinary team efficiently & effectively; and Strong coordination & communication skill in presenting, discussing and resolving different issues. His/her previous experience in the following area will be given preference: (i) understanding of government’s rules, regulations and procedure; (ii) development of training modules/manuals, brochure, leaflet, booklet, etc.; (iii) conducting training, as resource person, for the elected officials, municipal staff and community groups of urban local government; (iv) documentation of progress of activities in the form of progress report on monthly, quarterly and annual basis;
- The consultant will be selected in accordance with the selection of individual consultants procedures set out in the Procurement Regulations for IPF Borrower’s. Edition of Procurement Regulations: Fifth Edition, September, 2023.
- The tentative duration of the entire assignment is about 42 (forty two) man-months.
