REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – QCBS METHOD) Country: INDIA Name of Project: ASSAM RESILIENT RURAL BRIDGES PROGRAM [ARRBP] Loan No.: IBRD Loan No. 9632-IN Assignment Title: Engagement of Technical Audit Consultancy Services under World Bank funded for Assam Resilient Rural Bridges Program (ARRBP) Reference No. : IN-PWRD-451778-CS-QCBS 1.The Government of Assam (GoA) through Government of India (GoI) has received loan from the International Bank for Reconstruction and Development (IBRD) – the World Bank, towards the cost of Assam Resilient Rural Bridges Program (ARRBP) and intends to apply part of the proceeds for Consultancy Services (‘the Services’). 2.The consulting services include but shall not be limited to tasks mentioned in the Terms of Reference (ToR). 3.The Chief Engineer (EAP), PWRD, Assam now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Short-listing Criteria are: The Consultancy Firm should a)Have been in core business of providing consulting services for at least the last 7 (Seven) years (i.e.01-01-2018 to 31-12-2025);The firm should be registered and have a valid license to operate in India b)It should have a proven track record of at least 5-7 years in providing technical audit services for infrastructure projects, particularly in the road and transport sector. c)The firm should have experience with projects under central/state government in India funded by international organizations such as the World Bank, ADB, etc. d)The firm should have completed similar technical audit assignments for large-scale infrastructure projects. The firm should have proficiency in modern ICT tools and software used in project management and technical audits e)The Firm should demonstrate ability to work collaboratively with various stakeholders, including government agencies, contractors, and funding organizations. f)Have an average annual turnover of Rs.20 (twenty) Cr in last three (3) Financial Years (i.e.2022-2023, 2023-2024 and 2024-2025. The Chartered Accountant shall duly certify the Statements of Turnover and break-up of revenues from consulting assignments. g)Have technical and managerial capability of the Consulting Firm. The team should have a mix of senior and junior auditors with relevant experience in technical audits, quality assurance, and project management.

• The lists of documents for submission online at www.assamtenders.gov.in along with EOI are (EOI shall not be more than total 80 pages):

I.Name, address, email, telephone, Cell Phone Number, along with a note on the Ownership and organizational structure & core business area of the consulting firm; II.Have been in core business of providing consulting services for at least the last 7 (Seven) years (i.e. 2018 to 2025);The firm should be registered and have a valid license to operate in India III.Document(s) relating to details of completed similar technical audit assignments for large-scale infrastructure projects supported by completion or acceptance certificate(s) of the Employer; IV.Documents relating to proficiency in modern ICT tools and software used in project management and technical audits V.Documents relating to experience with projectsunder central/state government in India funded by international organizations such as the World Bank, ADB, etc VI. Certificate from the statutory Auditors/Chartered Accountant stating the year wise annual turnover during each of the last three (3) financial year i.e. 2022-2023, 2023-2024 and 2024-2025;

• A short write-up on technical and managerial capability of the firm demonstrating composition of senior and junior auditors with relevant experience in technical audits, quality assurance, and project management.

(key personnel would not be evaluated at this stage and hence CVs shall not be submitted).

• The Employer intends to engage the services of a consultant for the afore-mentioned works. The attention of interested Consultants is drawn to paragraph 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, October 1, 2018 as amended from time to time [under IBRD Loans and IDA Credits & Grants] by the World Bank Borrowers, setting for the World Bank’s policy on conflict of interest.
• Consultants may associate with other firms in the form of a Joint Venture or as Sub Consultancy to enhance their qualifications. The maximum number of JV partner is 2 (two). No key personnel of the Associated partner or sub-consultant shall be allowed
• A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines of the World Bank.

The consultancy services shall be for a period of four (4) years from the commencement date. Further information can be obtained at the address below during office hours i.e., 1000 Hrs. to1700 Hrs.
