Credit No.: 6714-PK Grant No.: D680-PK Date of issuance : 08-11-2025 The Government of Pakistan has received financing from the World Bank to finance the availability, utilization, and quality of primary healthcare services and elementary education services in Selected Districts of Khyber Pakhtunkhwa.

The KPHCIP is seeking the services of below mentioned positions to provide assistance to the Project Management Unit – Health (PMU-H) of KPHCIP in the implementation of the upgrading and reconstruction/ rehabilitation of health facilities in the project selected districts and these terms of reference (TORs) set out the responsibilities accordingly.

Health Department intends to hire the services of Individual Consultants on Technical Assistance (TA) basis for Project Management Unit (PMU) of Project KP HCIP.

The Qualification & Experience of the Consultants are: # Designation Qty Qualification & Experience 1 District Engineers 5 Qualifications The District Engineers will have a degree in Civil Engineering or Bachelor of Civil Technology from a recognized university (advanced degree will be an added benefit) together with: Proven construction management and supervision skills Fluency in English Computer skills – AutoCAD, MS Office, Primavera P6, MS Project etc.

Experience The District Engineers should have at least 05 years professional experience which should have included: Experience in construction management and the supervision and quality control of construction works. Experience in the role of Site Engineer in a project of similar size and nature. Experience of disaster related reconstruction and rehabilitation.

2 Bio Medical Engineer 1 Qualifications: Educational Background: A bachelor's or master’s degree in biomedical engineering/Electro medical Engineering, or a related field is typically required. Professional Certification: Preferably, ppossession of relevant certifications, such as Certified Clinical Engineer (CCE) or Certified Biomedical Equipment Technician (CBET), can be advantageous.

Regulatory Knowledge: Familiarity with national and international regulations and standards related to medical devices and equipment is essential. Experience: Experience Level: Typically, candidates with minimum 2 years of relevant experience are preferred. Excellent interpersonal and communication skills. Proficiency in data management and quality control. Ability to work effectively in multidisciplinary teams.

3 Pharmacist 1 Qualifications: Education: Bachelor’s or Doctor of Pharmacy (Pharm-D) degree from a recognized university/institution. License: Valid Pharmacy Council registration (Category A). Experience: Minimum one (01) year of relevant experience in pharmacy practice, preferably in hospital, supply chain, or public health settings. Familiarity with medicine procurement, storage, and distribution procedures.

Basic understanding of World Bank or donor-funded project processes will be an added advantage. Good knowledge of inventory control, record keeping, and quality assurance of medicines. Proficiency in MS Office and data management tools. Strong interpersonal and communication skills with the ability to work in a team-oriented environment.

Demonstrated ability to provide technical assistance in documentation, coordination, and reporting related to medicines and pharmacy management. The attention of interested Consultants is drawn to Section III , paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers (July 2016, revised November 2017, August 2018, November 2020, and September 2023) , which set forth the World Bank’s policy on conflict of interest .
