Professional Consulting Services for Regional Street Pavement Renewals Project

Full Title: Professional Consulting Services for 2020-2021 Day/Pandora/Lagimodiere/Regent Pavement Renewals Project D4.1 The Project consists of Regional Street Renewals on Day Street, Pandora Avenue, Lagimodiere Boulevard, Regent Avenue.

D4.2 The planned treatment for each location, the project budgets, calculated based on the respective treatments, and the assumed construction working days, provided for planning and bidding purposes, are as follows: D4.2.1 In General, the scope of the Project is to execute the Regional Street Renewal project locations in D4.1, within the annual cash flow limitations in D3.4 D4.3 The Consultant is expected to complete the Preliminary Design of all locations listed in D4.1 , including: Class 3 estimates for all locations; Preliminary scheduling and staging plans for all locations, minimizing impacts to the travelling public and local businesses, schools, and residents.

D4.4 The Consultant shall prioritize the order of streets to be completed in D4.1, and complete the development of an associated yearly construction schedule D4.5 Further to D4.3 and D4.4, following Preliminary Design, Detailed Design will proceed as per the established schedule, approved by the Project Manager.

D4.6 Assumptions to be carried for the Project include: It is not expected that any construction will occur in 2020; It is expected that all construction will be completed by the end of 2021; Multiple construction contracts will be required. Contracts may include multiple locations, but total budget commitments must not exceed total adopted budget .

D4.7 Further to D4.3 and D4.5, and without limitation to the detailed scope of services outlined throughout D4, it is expected that key issues will include (but are not limited to): Traffic management (section D4.12(a)); Design and implementation of cyclist and pedestrian facilities; Coordinate access with schools within the project limits; Coordination with utilities; Coordination with underground projects (section D4.12(b)); Coordination with the Winnipeg Parking Authority; Coordinating with individual fronting businesses and residences, in advance of and during construction; Coordination with development projects, events, festivals; and Public information preparation/coordination during construction.
