TF C4589-UZ Assignment Title: Research Manager for Experimental Lab Reference No. (as per Procurement Plan): U Z-INSON-CS-IC-3.2.7 An Experimental Lab is being established at the Institute for the Development of Social Protection (IDSP) under the NASP in partnership with international research partner (hereinafter referred to as “consultancy”).

The lab will focus on building research capacity, supporting rigorous evaluations, and translating evidence into policy. The Research Manager will oversee the research components of the Experimental Lab, acting as the main liaison between consultancy and IDSP. They will manage research projects, coordinate data collection and analysis, and ensure smooth operations and communication across all stakeholders.

The Consultant is expected to carry out the following tasks: Coordination and Communication Act as the primary liaison between the IDSP researchers, consultancy staff, and other stakeholders; Support regular communication and alignment on research activities between consultancy and the IDSP.

Research Management Oversee the development and implementation of research projects, including randomized controlled trials and behavioral interventions; Coordinate efforts between the IDSP researchers, consultancy staff, and other stakeholders to identify and assess promising, high-priority policy questions for evaluation projects; Support the design and documentation of a rigorous project evaluation methodology, including drafting and quality assurance of research protocols, data collection tools and protocols, design of survey instruments, and drafting of ethics review submissions; Support the training of the data collection teams; Conduct data analyses and review research literature to inform projects; Manage timelines and ensure adherence to project milestones and deliverables; Support the identification and development of new research opportunities.

Supervision and Capacity Building Supervise lab residents, ensuring their work meets research standards; Provide mentorship and guidance to lab residents on research design, implementation, data analysis, and academic writing.

Data and Analysis Oversight Work with data teams to ensure high-quality data management practices; Support data analysis, interpretation of findings, and drafting of research outputs; Ensure that data security and ethical standards are upheld. Dissemination and Policy Engagement Support the preparation of policy briefs, presentations, and academic publications.

Synthesise the lessons from the evaluations and contextualise them in the broader body of evidence and local context needs. Organize and participate in dissemination activities, roundtables, and public events to share research findings. The NASP now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: Education A Master’s Degree in Public Policy or Economics or another similar social science including graduate-level courses in econometrics/statistics, microeconomics, and development economics. Ph.D preferred. Experience Minimum of 5 years of relevant work experience, including leading, managing, or designing impact evaluations preferably RCTs.

Experience conducting original research is a strong plus. Experience managing research field work activities (i.e. data collection) is an asset. Strong theoretical and practical understanding of quasi-experimental and experimental impact evaluations methodologies. Strong quantitative and data analysis skills are necessary, including proficiency with STATA or R.

Proven ability to manage teams and coordinate with multiple stakeholders. Experience working in international development, especially in social protection or related sectors, is an asset. Excellent organizational, interpersonal, and communication skills. Flexibility to successfully adapt and respond to changing circumstances, demands, and expectations from stakeholders.

Exceptional project management capabilities and creativity in problem solving. Demonstrated ability to work with government institutions, international organizations, and other stakeholders. Ability to facilitate stakeholder consultations and prepare clear, concise policy documents. Skills Proficiency in English and Uzbek or Russian is required.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
