• The Government of India has applied for financing from the World Bank toward the cost of the West Bengal Transport, Logistics and Spatial Development Project and intends to apply part of the proceeds towards eligible payments under the contracts for retrofitting works as detailed below.

The requirements for retrofitting of existing passenger vessels operating at Rajabagan and Podrah Passenger Terminals, with the objective of improving safety, reliability, regulatory compliance, and operational life. • Bidders are subject to disqualification even after meeting the eligibility & qualification criteria mentioned in the RFB document for misleading or false representations of their capability, etc. bidders shall satisfy the conditions of eligibility and qualification as outlined in Section 3
• Bidding will be conducted through national open competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016 Revised November 2017 & August 2018” (“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations.
• Bidders should be legal entities registered in India. In case the Bidder is not registered as a legal entity in India at the time of bidding, it needs to register itself as a legal entity in India, in case it become a successful bidder, before signing the contract.
• The West Bengal Transport Infrastructure Development Corporation Limited (Implementing Agency) now invites online bids from eligible bidders for the construction/ retrofitting of works detailed in the above table. The bidders may submit bids for the works indicated therein. Interested bidders may obtain further information and inspect the bidding document at the address given below during office hours. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting forth the World Bank’s policy on conflict of interest.
• The bidding document is available online on https://wbtenders.gov.in as mentioned in Table – 1- Date and Time Schedule.
• Bidders will be required to register on the website. The Bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.
• For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorised by Government of India for issuing DSC. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this project, may obtain the same from the website: https://wbtenders.gov.in. Payment documents are to be submitted along with other documents listed in para 12 below before the bid submission deadline.
• The bid submitted by the bidder shall comprise of two parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on https://wbtenders.gov.in as per the Date and Time Schedule. The “Technical Part” of the bids will be electronically opened online on the same day as per Date and Time Schedule. The “Financial Part” shall remain unopened in the e-procurement system until the second electronic bid opening for the financial part. Any bid or

Page 5 modifications to bid received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. The electronic bidding system would not allow any late submission of bids.

• Bid must be accompanied by a Bid Security of the amount specified for the work in the table above, drawn in favour of “West Bengal Transport Infrastructure Development Corporation Limited”. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Procedure for submission of bid security is described in Para 12.
• The bidders are required to submit (a) registration on e-procurement website, (b) original bid security in approved form; and (c) original affidavit regarding correctness of information furnished with bid document to “West Bengal Transport Infrastructure Development Corporation Limited”, E.M. Bye-Pass & Rashbehari Connector Intersection, (C.S.T.C. Kasba Depot Compound), Kolkata - 700107 before the bid submission deadline by hand, failing which the bids will be declared non-responsive and will not be opened.
• A pre-bid meeting will be held on as per Table -1- Time and Date Schedule at the office of WBTIDC Ltd.to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4 of ‘Instructions to Bidders’ of the bidding document. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting.
• Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid. Failure to upload the bid will be not considered for Time extension, the bidders are requested to upload the bid well before time to avoid last minute glitches.
