REQUEST FOR EXPRESSIONS OF INTEREST (Consultancy Service – FIRMS SELECTION) Country: Federal Democratic Republic of Ethiopia Employer: Federal Civil Service Commission Project: Governance Modernization to Enhance Efficient Service Delivery Project Credit No.: 7619 ET Assignment Title: Consultancy Service to undertake a Comprehensive Study on Existing Performance Management System and Develop Robust and Result Oriented Performance Evaluation System. Reference No . ET-CSC-519385-CS-QCBS The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance Modernization to Enhance Efficient Service Delivery Project . Part of the proceeds will be applied to consulting service to undertake a Comprehensive Study on Existing Performance Management System and Develop Robust and Result Oriented Performance Evaluation System. Objective The Federal Civil Service Commission (FCSC) seeks to engage qualified consulting firms to undertake a comprehensive study on Existing Performance Management System and Develop Robust and Result Oriented Performance Evaluation System that will support efficient service delivery. Terms of Reference (TOR) The detailed TOR for this assignment is available at www.csc.gov.et. It may also be obtained by contacting the FCSC via the email address provided below or in person at the Commission’s office Eligibility and Shortlisting Criteria Interested suppliers must demonstrate their qualifications and relevant experience. The shortlisting criteria include:

  • Core business and number of years in operation
  • Relevant experience in similar assignments
  • Technical and managerial capacity of the firm

Conflict of Interest Attention of interested suppliers is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (procurement regulation) , which outline the World Bank’s policy on conflict of interest Associations Consulting firm may associate with other firms to enhance their qualifications. Associations must be clearly indicated as either joint ventures or sub-consulting services arrangements. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected. Selection Method A consulting firm will be selected in accordance with the consultant’s qualification ba sed Selection (CQBS) method set out in the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 .
