Scope overview

Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a sole source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract modification for enhanced Very Low Frequency (VLF) Transducer capability for undersea applications. This procurement would be conducted under the authority of DFARS 206.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

The basis for the only one responsible source determination is that only Sparton DeLeon Springs, LLC has the ability to meet the Government’s technical and schedule requirements. This is based on the fact Sparton is currently under first article development under contract N6660423DB300. Contract N6660423DB300 is being modified to have enhanced capability to support Anti-Submarine Warfare (ASW) mission sets.

The Government has determined that any other company would take an additional twenty (20) months to get to first production unit delivery, and this delay represents an unacceptable schedule impact to the Government. Concurrently with this sole source effort the Government will be soliciting, evaluating, and awarding a fully competitive effort.

The purpose of this notice is to provide industry with the opportunity to identify alternative sources capable of meeting the Governments’ requirements for VLF Transducers. Interested parties are invited to submit capability statements that demonstrate their ability to fulfill these requirements and challenge the Government’s intent to award a sole source contract to Sparton DeLeon Springs, LLC.

Responses to this notice shall be submitted to the primary and secondary points-of-contact identified below no later than the due date of this notice.
