The purpose of this Request for Proposal (RFP) is to select a suitable contractor and enter into a contractual agreement to support the operationalisation of the Joint United Nations Programme on HIV/AIDS’s Virtual Support Team (VST).
Adapting this support to the shifting global health environment is critical for the continued impact of the available funding at the country level.
The Global Fund Grant Cycle 8 (GC8) is unfolding under tighter allocation envelopes, heightened scrutiny of prioritization decisions, and increased expectations regarding sustainability, domestic resource mobilization, and integration with and sustainability of resilient systems for health.
Concurrently, the bilateral global health agreements (MoUs) led by GHSD are promoting countries’ self-reliance and shaping alignment between HIV investments and broader health security, surveillance, laboratory systems, workforce, and supply chain strengthening agendas.
The provider shall be a public institution, company, individual or NGO operating in the field of HIV programming with proven expertise in delivery of high-quality technical assistance. Work to be done: 1. Facilitate a coordinated and efficient operation of the VST. This includes, among others: 2.
Deliver and/or coordinate virtual advisory backstopping to in-country consultants, national technical working groups, and UNAIDS Country Offices, including through focused engagements or regional virtual clinics. 3. Deliver integrated quality assurance as part of bilateral or multilateral funding, design and implementation processes. 4.
Build capacity of technical assistance providers and partners at country level through training, coaching and advice. Designing and implementing targeted trainings on key elements of funding request design and implementation planning, to improve coherence, prioritization and implementation readiness. 5. Facilitate horizontal learning, knowledge management and documentation across countries receiving VST support.
Developing concise practical tools (review checklists, prioritization matrices, GHSD alignment guidance, implementation planning templates) to improve consistency and strategic coherence across supported countries.
Services are required for a minimum of 70 working days and a maximum of 260 working days (in total for all the consultants involved, with a required minimum of 2), to be implemented between 1 April and 31 December 2026.
