If any Bidders experience difficulties in accessing the RFP documents after having registered and expressed interest, please send an email to: unitaid-rfp@who.int Objective of the consultancy: To identify a suitable provider to design a next-generation access approach that builds on the Unitaid Access framework while identifying and harnessing opportunities from digital transformation and artificial intelligence to accelerate and improve equitable access to health innovations.

Qualification of Firm and Consultants : Firm Qualifications • Demonstrated global health expertise, with a strong emphasis on digital health and artificial intelligence (AI) applications as well as health system transformation initiatives in low- and middle-income countries (LMICs).

• Proven track record in producing high-impact, policy-level publications, including strategic reports, white papers, and landscape analyses. • Experience in developing product access strategies, market entry plans, and market shaping activities within LMIC environments.

• Demonstrated success in designing digital or AI-enabled tools, such as structured toolkits, operational guidance documents, and decision-support instruments that align with global health access frameworks.

• Experience in creating AI-enabled diagnostic and assessment tools, workflow and logic models, user journeys, functional requirements, and prototypes, with a focus on user-centered design and scalable toolkit development.

• Proven ability to conduct consultations, validation sessions, and co-creation workshops with ministries of health, implementers, funders, normative agencies, and community representatives, tailoring tools and analyses to meet country-specific requirements.

• Evidence of developing implementation roadmaps, governance and ownership models, and institutional capacity plans that integrate access tools into organizational operating frameworks. • Previous engagement with Unitaid or similar global health organizations is considered an advantage.

Team Qualifications The selected firm should assemble a cohesive, interdisciplinary team that integrates strong expertise in access strategy, digital health transformation, and AI-driven innovation to deliver comprehensive tools, analyses and guidance. • Team members with advanced degrees in public health, health economics, computer science, information technology, data science or relevant fields.

• Expert with proven expertise and hands-on experience in market access and global health initiatives within LMIC environments. • Documented history of producing thorough analytical and strategic reports of exceptional quality. • Expert in organizational development and change management to facilitate successful implementation and user adoption of solutions.

• Demonstrated ability to operate across varied LMIC contexts, tailoring tools and approaches to meet specific local requirements. • Fluency in English is required; proficiency in additional UN languages is considered an asset. • Consideration for appropriate representation with regards to gender and a broad mix of backgrounds, seniority mix, skills and experience is desirable.

Bidders are invited to submit a proposal for the above-mentioned RFP in accordance with the documents attached in the "Tender Document" tab. Proposals must be submitted via UNGM, through the “RFP documents” tab and upload documents in “My Tender Return” no later than 17:00 hours CET (Geneva, Switzerland time) on 12 May 2026 . Given the time constraints, extension of tender closing date is not feasible.
