36-NQ/TW on the Strategy for Sustainable Development of Viet Nams Marine Economy, the country prioritizes the development of six key marine economic sectors: (1) marine tourism and services; (2) maritime economy; (3) exploitation of oil, gas, and other marine mineral resources; (4) aquaculture and seafood exploitation; (5) coastal industry; and (6) renewable energy and emerging marine economic sectors.
It also has significant potential for onshore and offshore wind energy production which, if developed sustainably, will support energy security and help Viet Nam to meet its carbon neutrality targets by 2050.
UNDP is seeking a firm to support the development and pilot application of a Vietnam Blue Economy Index (VN-BEI) to monitor and track the sustainable growth of marine economic sectors across the countrys coastal cities/ provinces.
Working in close coordination with an International Lead Consultant, the national firm will facilitate a data-driven trial of the index across 21 coastal cities/provinces, establishing a robust evidence base through geospatial mapping and indicator analysis aligned with Resolution No. 36-NQ/TW.
This assignment aims to translate complex socio-economic and environmental data into actionable policy insights for provincial leadership while delivering recommendations to enable the Vietnam Agency of Seas and Islands (VASI) to institutionalize the index as a foundational annual monitoring and tracking tool.
