The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Safer Roads for Socio-Economic Integration Project (SRSEIP), and intends to apply part of the proceeds for Consultancy Services for Road Safety Audits Under N1 OPBRC Civil Works. 2.

The main objective of the assignment is to carry out Road Safety Audits of Concept Designs, Detailed Engineering Designs, and at the Pre-opening Phase of two out of the six (6) lots, in addition to assessment of the road safety performance of the road worksites (hereafter referred to as Work Zone) during the construction phase. 4.

A Road Safety Audit (RSA) is intended as a formal and systematic safety check carried out by an independent team to review the design characteristics of a road infrastructure project. It can be carried out from planning phase to early operation.

The primary objective of an RSA is to identify potential safety hazards in a road project that could affect road users and formulate recommendations for mitigating these hazards. Thus, the emphasis of an RSA process is to enable the designer to address identified safety issues as part of the design process, prior to construction and the scheme being open to road users. 5.

The National Roads Administration, IP (ANE, IP) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 7.

The evaluation of expressions of interest will be made on a qualitative basis according to a robust matrix of strengths and weaknesses and the shortlist will be composed from the list of qualified firms considering the following criteria: General experience of the firm, must be at least fifteen (15) years in the field; Description of at least five (5) specific assignments demonstrating the Consultant’s experience relevant to the proposed assignment, with contracts of similar scope for the last ten (10) years; Experience of the consulting firm working in developing countries.

Key Experts will not be evaluated at the shortlisting stage. 8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 9.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 10.

A Consultant will be selected in accordance with Quality and Cost-Based Selection (QCBS) methods set out in the Procurement Regulations. 11.
