Road Safety Review and Action Plans for Schools in Kirklees Borough

1.1 Bids are invited by The Council of the Borough of Kirklees (the "Council") from Suppliers appointed to the YORconsult3 Lot 2: Transport Services of the Framework Agreement (the 'Framework Agreement'). 2.1 We are seeking to appoint a Supplier with relevant experience and ability to carry out the Road Safety Outside Schools - Review and Action Plans (the "Services").

These are detailed within the Scope, and the other documents within this Further Competition. 3.1 The form of contract will be the NEC4 Professional Services Contract (PSC), Main Option A. (Priced Contract with Activity Schedule) and will be conducted using a single stage price and quality competition.

4.1 As this is a Further Competition exercise it is essential that the Bid received is from the same legal entity as appointed to the Framework Agreement (i.e. Bids should not be received from other sub-divisions or trading arms of the organisation). 5.1 Whilst funding is not currently in place for this review it has been agreed in principle from the City Region Sustainable Transport Strategy (CRSTS) allocation.

Upon conclusion of this tender exercise, and when a preferred supplier has been identified approval will be sought from the West Yorkshire Combined Authority (WYCA) to draw down these monies. 6.1 The estimated value of the Services to be awarded is approximately £300,000. 7.1 The contract period is anticipated to the sixteen (16) months.

The commencement date for the Call-Off Contract is expected to be December 2025 with completion no later than 31st March 2027. 8.1 Further details regarding the Services required are set out in 'Appendix 1 - Scope' and the other documents included within this tender.
