Scope overview
West Coast Councils Regional Roading Asset Management Services This Request for Proposal is an invitation to suitably qualified consultants to submit a proposal for the West Coast Roading Asset Management Services Contracts. This RFP is issued collectively by the three West Coast Councils, namely Buller, Grey, and Westland District Councils.
This procurement seeks to establish a long-term relationship with a roading asset management supplier to join the regional transport collaboration on the West Coast.
The supplier will ensure the Councils continue to deliver their core asset management functions, while taking an eye to the future through development of robust forward programmes and strategies that create investor confidence and value for money to the local communities.
The intended outcome of this RFP will be the selection of a supplier who will deliver: Shared services / deliverables on behalf of all three Councils jointly (costs shared across the Councils). Services to each Council individually (costs borne by the relevant Council). The successful supplier will enter into a contract with each Council (i.e. three separate contracts) to deliver the services.
The initial term will be three years, with the option of an additional two-year period to a maximum of five years. This RFP specifically covers roading asset management services, asset management services for bridges and other structures is also being procured in a separate process. Suppliers are invited to tender for both contract opportunities.
