Scope overview

In accordance with Section 3-13 of the NYC Procurement Policy Board (PPB) Rules, NYC Department of Health (NYCDOH) intends to enter a Government-to-Government contract with The Bloustein Center for Survey Research (BCSR) at Rutgers -The State University of New Jersey for five years for the Maternal Infant Perinatal Survey (MIPS) for monitoring and data collection from the Newborn Home Visit Program participants, based on the standard protocol set by Center for Disease Control (CDC).

The NYC MIPS project will operate independently of the CDC. The term of the contract will be 04/01/2026 to 03/31/2031, and the total procurement value is $1,604,673.00.

During the term of this agreement, the contractor will develop a new database to replace the CDC s database used for data collection for the NYC Pregnancy Risk Assessment Monitoring System (PRAMS,) and continue data collection on this project as they have since 2014; using the same protocols and processes used with PRAMS.

MIPS is an ongoing, population-based risk factor surveillance system designed to identify and monitor selected maternal experiences and behaviors that occur before, during, and shortly after pregnancy.

This vendor is the only vendor able to provide these services through this contract action because they have met or exceeded all requirements from the New York City Department of Health (NYCDOH), and response rates for the former NYC PRAMS project have exceeded the CDC s threshold along with their expertise in managing the former PRAMS project. This is the best contractor to move to an independent MIPS.

Pursuant to Section 3-13 of the NYC (PPB) Rules the ACCO has determined that it is in the best interest to process a Government-to-Government contract. This notice is for informational purposes only; however, vendors who feel they may be able to provide these services In the future, may submit an expression of interest via email by 2:00 P.M. on 01/12/2026 to Tamala Watson at twatson2@health.nyc.gov.
