Reference: UNOPS/FO/2026/23 The Santiago Network Secretariat is pleased to announce this call for proposals to catalyze technical assistance from organizations, bodies, networks and experts (OBNEs) in response to a request from the Republic of Kenya.

The technical assistance aims to strengthen Kenya's capacities to assess economic and non-economic loss and damage across sectors, as well as support planning and decision-making in the medium-term.

Specifically, the objectives are to conduct a robust and comprehensive assessment of loss and damage for the period of 2015 to 2025 and to develop climate-related loss and damage scenarios up to 2035, in consultation with Loss and Damage Kenya technical working group and relevant stakeholders.

The assessment will identify, quantify, and document the impacts to inform national policy, planning, and investment strategies/interventions for averting, minimizing, and addressing future loss and damage.

Full description

By comprehensively assessing losses and damages across all sectors, the technical assistance will contribute to achieving national goals and support the government's efforts to address the widespread climate impacts it is facing currently and into the future.

By providing robust data on loss and damage, including possible scenarios, the technical assistance will enable more informed policy decisions, better targeting of resources, and more effective implementation of strategies to mitigate future impacts and address current losses.

The technical assistance will also serve to build and retain capacities in country that will help equip national and sub-national government agencies, as well as community-based actors, with the methodologies and tools to undertake loss and damage assessments, integrate loss and damage into policies and plans, and empower communities to communicate loss and damage impacts as well as identify priority actions, funding needs and intervention strategies.

BACKGROUND: The Santiago Network was established under the Warsaw International Mechanism for loss and damage (WIM) in 2019 as a mechanism to catalyze technical assistance by relevant OBNEs to avert, minimize and address loss and damage associated with the adverse effects of climate change at the local, national and regional level.

The technical assistance is for developing countries that are particularly vulnerable to the adverse effects of climate change. The Santiago Network Secretariat is co-hosted by the United Nations Office for Disaster Risk Reduction (UNDRR) and the United Nations Office for Project Services (UNOPS). This Santiago Network call for proposals is managed by UNOPS as a co-host of the Santiago Network Secretariat.
