Scope overview
Wanneer burgers onbetaald parkeren op een plaats waar betaling vereist is, zijn zij een naheffing verschuldigd. Om deze gevallen te lokaliseren rijden in de gemeente Rotterdam dagelijks 12 scanauto’s volgens een vooraf bepaalde route. Sinds de uitbreiding en uniformering van betaald parkeren in de gemeente Rotterdam in 2021 is het totale betaald parkeergebied aanzienlijk uitgebreid en zijn parkeertijden verruimd.
Voor fiscale handhaving is daardoor het te handhaven gebied en het tijdslot om te handhaven, groter geworden. Hierdoor is het nodig om de capaciteit van de scanunits voor het handhaven uit te breiden. De overeenkomst voor het aanschaffen van nieuwe scanunits beëindigd en dient de opdracht aanbesteed te worden.
De Gemeente wil de mogelijkheden van de markt optimaal benutten en luisteren naar de aandachtspunten vanuit de markt.
Met deze marktconsultatie beoogt de Gemeente: inzicht te verkrijgen onder welke technische- en organisatorische randvoorwaarden de levering van de scanunits inclusief software en de daarbij behorende SLA gerealiseerd kan worden; inzicht te krijgen in mogelijke oplossingsrichtingen en de wijze waarop partijen hieraan kunnen bijdragen; zoveel mogelijk partijen te bereiken, te interesseren en te stimuleren tot meedenken; het toetsen van eigen uitgangspunten en aannames, en een schatting te kunnen maken van de jaarlijkse kosten en waar deze uit op zijn gebouwd.
De Gemeente zal geen verslag publiceren van de marktconsultatie. Wel zal de Gemeente de inzichten die zij in het kader van de marktconsultatie opdoet, opnemen in de aanbestedingsdocumenten, om zodoende het Level Playing Field tussen partijen te waarborgen.
De Gemeente nodigt potentiële aanbieders uit om deel te nemen aan deze marktconsultatie en de Gemeente waardeert de bijdrage van partijen aan deze marktconsultatie zeer.
