KINGDOM OF CAMBODIA Nation Religion King MINISTRY OF PUBLIC WORKS AND TRANSPORT Preparation for Cambodia Regional Connectivity Improvement Program, World Bank, Grant No. E5120 REQUEST FOR THE EXPRESSION OF INTEREST For the Selection of the Consultant Firm for the Technical Study to Design a National Truck Overload Control System The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) has received the Grant from the World Bank toward the cost of the preparation of the Cambodia Regional Connectivity Improvement program (CRCIP) and intends to apply part of the proceeds for the Consulting Services. The consulting services ("the Services") include the preparation of a comprehensive study for the Technical Study to Design a National Truck Overload Control System, Cambodia. The Services is to prepare a strategic plan on weight and dimension (transport) control, with clear recommendations on the technology, the locations of the existing overload control stations for the overload control efficiency, number and cost of control points, eventual required changes in existing mechanism and legislation, cost estimates for the implementation of the strategic plan and a time-bound action plan. The MPWT now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. The interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selected firm will be evaluated based upon information provided in the EoI demonstrating that the Consulting Firm have the required qualifications, experiences and highly qualified experts to perform the services. The first ranked firm will be invited to submit the technical and financial proposals. Both the technical and financial proposals are reviewed and evaluated. The Technical and Financial Proposals shall be submitted in English. The selected firm should demonstrate as followings:
- At least five (5) years of international experience in design and development of the National Truck Overload Control System including policy, strategic planning and technological solution;
- Successfully complete at least two (2) studies of the national Truck Overload Control System in the last ten (10) years;
- Previous working experience in the developing countries.
The attention of interested Consultants is drawn to the World Bank's "Procurement Regulations for IPF Borrowers" 6th edition, March 2025, setting forth the World Bank's policy on Procurement. The Consultant Firm will be selected in accordance with the Consultation's Qualification Selection (CQS) method set out in the said Guidelines. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Sub-Consultants’ qualifications shall not be taken into account in EOIs evaluation.
