E5120 The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) has received the Grant from the World Bank toward the preparation of the Cambodia Regional Connectivity Improvement (CRCI) and intends to apply part of the proceeds for the Consulting Services.
The consulting services ("the Services") include the preparation of a comprehensive Technical Study for Development of a National Logistic Information System, Cambodia.
The Services is to assist MPWT with the development of a National Logistics Information System which is essential to address a significant challenge hindering efficient logistics sector development in the absence of a coordinated database and integrated information system for transport and logistics services.
The Services involves designing a data platform, developing key performance indicators and analytics models, outlining its technical specifications, and creating a plan for its implementation, all of which will contribute to better decision-making, strengthen capacity and collaboration with relevant stakeholders in the logistics sector.
The MPWT now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. The interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, as indicated below.
The selected firm will be evaluated based upon information provided in the EoI demonstrating that the Consulting Firm have the required qualifications, experiences, geographical exposure, highly qualified experts to perform the services, and other relevant factors. The first ranked firm will be invited to submit the technical and financial proposals.
Both the technical and financial proposals are reviewed and negotiated. The Consultant should meet the following criteria: At least 8 years’ experience in logistics data, information systems, and logistics M&E framework. At least two projects in preparing designs and technical specifications for enterprise system and DC architecture design, IoT Hardware development, GIS map and AI tool.
At least one relevant project involving stakeholder engagement, institutional analysis and development of training plans. Experience working with government agencies and development partners in Cambodia is a plus. The attention of interested Consultants is drawn to the World Bank's "Procurement Regulations for IPF Borrowers" 6th edition, March 2025, setting forth the World Bank's policy on Procurement.
The Consultant Firm will be selected in accordance with the Consultants’ Qualifications Selection (CQS) method set out in the said Guidelines.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Sub-Consultants’ qualifications shall not be taken into account in EOIs evaluation. EOIs must be delivered to the address below in person, or by e-mail with copies to all e-mails stated below, by 22 January 2026 at 17:00 local time .
