  • Background

The Government of Lebanon has received financing from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Lebanon Renewable Energy and System Reinforcement Project (P180501) and intends to apply part of the proceeds for consulting services. Electricité du Liban (EDL) and the Litani River Authority (LRA) are the implementing entities and have established Project Management Teams (PMTs) to support project implementation. The Financial Officer will work within the EDL PMT, under the supervision of the Financial Specialist and the PMT Manager.

  • Objective of the Assignment

The consulting services (“the Services”) include providing day-to-day financial management support for the Project, in line with applicable laws and regulations and the World Bank’s financial management requirements.

  • Scope of Work

The Financial Officer will carry out all project financial management activities, including but not limited to the following: Payments, transactions, and bank operations

  • Prepare all project payments and ensure supporting documentation is complete, including:
  • Payments by transfers and/or checks from the Designated Account
  • Direct Payments
  • Replenishment applications
  • Check payments made from the Designated Account and related income tax slips.
  • Check clearance of petty cash payments with supporting documents.
  • Check all financial transactions.
  • Prepare monthly bank reconciliations for the Designated Account.
  • Monitor Designated Account movements (Designated Account payments and direct payments).

Records, reporting, and disbursements

  • Check that records for all contracts are properly maintained.
  • Prepare quarterly and semi-annual project financial statements and liaise with the Project Manager and concerned departments to reflect forecasts of onward disbursements.
  • Check with the Project Manager/Coordinator that the quarterly physical report is prepared as required.
  • Prepare withdrawal applications and submit them for signature.
  • Prepare the disbursement plan.
  • Prepare the project budget in coordination with the Project Manager.

Audit, assets, and documentation

  • Check that proper records and documentation are maintained for audit.
  • Maintain a fixed asset register.
  • Document accounting policies and procedures and safeguard financial documents.
  • Work with the external auditor and the technical auditor/third-party monitoring agent as needed.

Systems, controls, and procedures

  • Maintain a fully functional accounting system.
  • Design an appropriate chart of accounts and cost centers.
  • Design and implement an internal control mechanism for the smooth operation of the payment system.
  • Design accounting policies, procedures, and reporting tools.
  • Establish and maintain suitable internal control systems for facilitating the procurement of works, goods, and services.
  • Prepare the financial and accounting sections of the Project Operational Manual and ensure that financial management aspects are executed as per the Manual.
  • Ensure that the project is executed in line with World Bank financial management procedures and the Loan Agreement, PAD, POM, and Disbursement Letter.

Coordination and other tasks

  • Follow up on financial matters with relevant departments such as the Ministry of Finance, Central Bank, Ministry of Budget, and others as needed.
  • Attend to financial queries and any other related work as required.
  • Submit a working schedule at the beginning of the assignment and monthly timesheets thereafter to the Project Manager for review and approval, in line with the time-based nature of the contract.
  • Required Qualifications and Experience

Consultants will be shortlisted based on the following minimum qualifications and experience:

  • Bachelor’s degree in Business, Accounting, Economics, Finance, or any relevant field (minimum).
  • Master’s degree and/or a professional accountancy qualification (CPA, CMA, etc.) is a distinct advantage.
  • At least 5 years of professional experience working on similar assignments.
  • Direct previous experience with financial management of projects financed by international donors (such as the World Bank or other international financial institutions) is required.
  • Proficiency in Arabic and English (written and spoken); French is an advantage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (September 2023), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection (INDV) method set out in the Procurement Regulations. The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expressions of Interest and can also be found at www.edl.gov.lb, www.ppa.gov.lb,. Further information can be obtained at the address below during office hours from 09:00 to 14:00 (Beirut local time). Submission of Expressions of Interest Interested individual consultants should submit their Expression of Interest (EOI) including:

  • Updated CV demonstrating relevant experience and qualifications.
  • Cover letter outlining suitability for the assignment.
  • At least three (3) references with contact details.
