REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Uzbekistan Loan №: 6554-UZ and 6555-UZ Project: Water Services and Institutional Support (WASIS) Assignment Title: Consulting services for construction supervision for KSP-W-NCB-03 and KSP-W-NCB-04 packages Reference №: KSP-QCBS-02-1 Issued on: 19 January 2026 The Republic of Uzbekistan has received a loan from the International Development Association to fund the Water Services and Institutional Support (WASIS) Project, and intends to use a portion of the funds to hire an international consulting firm (hereinafter referred to as the "Consultant") to provide the following consulting services under the Project "Reconstruction and expansion of the sewerage systems in Nukus, Takhiatash and Khojeyli cities of the Republic of Karakalpakstan". The Consultant will provide services to "Karakalpak Suv Taminoti" JSC for the project management, including construction supervision of facilities the reconstruction and construction of which is envisaged by the Feasibility Study of the above-mentioned project. Developed design documentation must meet all standards of international construction and national legislation in the field of construction. The tasks to be carried out by the Consultant is described in more detail in the Terms of Reference The contracting organization for the execution of this assignment is "Karakalpak Suv taminoti" JSC (hereinafter referred to as the "Client"). The Project is planned to be implemented in the service areas of "Karakalpak Suv Taminoti" JSC (cities of Nukus, Takhiatash and district center Khojeyli of the Republic of Karakalpakstan). The Client and Project Management Unit (PMU) will coordinate and evaluate project activities, results and compliance assurance and prepare review reports. Karakalpak suv taminoti JSC will take ownership of the assets created under the project and will be responsible for the operation of the sewerage systems. The projects are expected to be implemented in the service areas of the regional "Karakalpak Suv taminoti" JSC. The consulting services (“the Services”) include Consulting services for construction supervision. Objective: The purpose of this assignment is to obtain services in the following phases:
- Providing reliable centralized and environmentally safe collection and disposal of wastewater, as well as its effective treatment that meets environmental standards, while improving quality and maintaining the acceptability of the current pricing policy;
- Reducing the negative environmental impact caused by wastewater pollution and improving the health and living conditions of people living in the project areas. Ensuring an increase in the positive dynamics of sanitary and epidemiologic indicators in general;
- Ensuring sewage systems development for existing and new construction of housing complexes and businesses, as well as healthcare and socio-cultural facilities;
- Strengthening of the operational base of Karakalpak suv taminoti JSC.
The commencement date for the consultancy services is scheduled for the Quarter I of 2026. The completion date will depend on the completion of all construction work and is anticipated to be 24 months after the commencement of services. The implementation progress above might change based on the actual conditions, and the actual input of time will be determined by the clients and WB based on the actual conditions of the Project. The contract may be extended upon justified demand, demonstration of satisfactory performance by the firm and interest between the parties, until the closing date of the Project. The Terms of Reference of this assignment are available on request by emailing the PMU at wasis@uzsuv.uz Uzsuvtaminot JSC as the Implementing Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Expression of interest should cover, but not limited to: corporate profile, years in business, experience relevant to the project activities, key staff resources, and core business. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant. The experience of sub-consultant will not be considered while short-listing. A firm will be selected under the Quality and Cost Based Selection (QCBS) method procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org. Shortlisting Criteria: The consultant must have the following demonstrated experience:
- General experience with water/wastewater consulting contracts in design and supervision as consulting firm over the past ten (10) years;
- Specific experience in technical supervision of construction and reconstruction of sewerage systems, including networks within the last five (5) years, with a consultancy contract amount of at least $0.3 million for construction supervision.
Submitted documentation should also demonstrate knowledge and experience with international and country-specific building codes and regulations and world bank procurement regulations. As part of the EOI, the consultant should include the following information:
