Request for Expression of Interest (Consulting Services – Individual Selection) Environmental and Social Risk Management Specialist to support the Program Implementation Unit at the National ID Program Country: Ethiopia Project: Ethiopia Digital ID for Inclusion and Services Project Project ID: P179040 Assignment Title: Environmental and Social Risk Management Specialist Reference No.: ET-NIDP-499846-CS-INDV Duty Station: NIDP Head Office, Addis Ababa The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants. National ID Program as part of the project implementation program is looking for an Individual Consultant that supports the NIDP. Experienced individual consultants who have the required qualification and experience for the position of Environmental and Social Risk Management Specialist are invited to express their interest for the assignment. Specific responsibilities for the Environmental and Social Risk Management Specialist will include, but are not limited to, the following core activities:

  • Be responsible for the overall Environmental and Social Management arrangements of the project/program and will ensure the maintenance of sound arrangements throughout the life of the project/program consistent with agreements, manuals and project document;
  • Coordinate with relevant stakeholders in regard to the set up and maintenance of Environmental and Social management arrangements as per the Framework.
  • Understand and implement the Environmental and Social Management Framework in the Project/program as per agreements/requirements; Conduct/coordinate required E & S trainings and awareness raisings that mandatory to Project/program as per agreements/requirements,
  • Implement/follow-up procedures and mechanisms, including implementation arrangements and institutional responsibilities, for all sub-projects’ environmental and social screening, classification, and for the identification, preparation, review of appropriate sub-project specific environmental and social due-diligence instruments,
  • Oversee project activities and policies related to gender sensitivity, inclusion of vulnerable and underserved groups in the Project
  • Oversee implementation of the Sexual Exploitation and Abuse-Sexual Harassment (SEA-SH) Prevention and Response Action Plan, the Grievance Mechanism (GM) procedure on E & S, the Stakeholders Engagement Plan (SEP) and the Labor Management Procedure (LMP)
  • Undertake field visits to project sites to assess environment and social impacts and verify E & S monitoring information provided in the reports of contractors and implementing partners.
  • Conduct stakeholder consultations including consultations with Project Affected People (PAPs) on Project related E&S issues
  • Keep records of environment and social supervision of project activities in a systemic manner.
  • Preparation of E & S regular and monitoring reports
  • Oversee the implementation of the Environment and Social Commitment Plan (ESCP)
  • Work closely with different stakeholders and coordinate on common activities for implementation, monitoring and reporting on E & S

National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;

  • Bachelor’s Degree (Master’s or above is preferred) in a field relevant to Environment, Social Sciences, preferably in sociology/ anthropology/economics;
  • At least 4 years of experience in environment management and social development;
  • Demonstrated experience in project management at various levels of environmental and social management activities, preferably for large-scale development partner funded infrastructure projects (such as preparation and management of Environmental and Social Impact Assessments, Environmental Management Plans, Environmental Monitoring Plans, Resettlement Action Plans, Construction Environmental and Social Management Plans);
  • Excellent interpersonal and communications skills; and
  • Demonstrated ability to work productively in a team setting;
  • Willingness to travel frequently nationwide to support/manage implementation of the Framework, carry out stakeholder consultations and monitoring/supervision of projects,
  • Knowledge on country legal process on land acquisition and population displacement,
  • Work experience as Environmental and Social Safeguard specialist in/ with World Bank funded activities and knowledge of the World Bank safeguard policies and requirements will be an advantage,
  • Fluency in English and Amharic languages
  • The candidate must have the highest levels of personal integrity, and a reputation for a transparent and systematic work style; and
  • The candidate must be able to work under pressure situations, in order to meet demanding deadlines.

The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation. The attention of interested individual is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, September 2023,February 2025 setting forth the World Bank’s policy on conflict of interest. An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
