The Ministry of Planning and International Cooperation (MOPIC) and National Aid Fund (NAF) now invite eligible and qualified consulting firms to submit separate sealed Technical and Financial Proposals for the assignment to perform the Services as required in the RFP and TOR. A single consulting firm will be selected to perform the full scope of work.

The selection will be conducted through Open Competitive Selection using the Least Cost-Based Selection (LCS) method, in accordance with the World Bank Procurement Regulations for IPF Borrowers (September 2025 Edition).

The attention of interested Firms is drawn to Section III, paragraphs, (3.14, 3.15, 3.16) of the World Bank’s “Procurement Regulations for IPF Borrowers” Dated September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
